The State Emergency Service, which has 74 thousand employees with a budget of 43 billion UAH for 2024 (for example, Germany with a population of 86 million has 60 thousand employees) has developed a scheme for the theft of budget funds together with commercial structures. These are firefighting companies, including LLC NPF BRAND MASTER, where the beneficiaries, as always, are former employees of the State Emergency Service. No one is surprised that with such a budget and “tasty” schemes, the State Emergency Service was reflected in the mobilization.
In September 2023, in Pereyaslav-Khmelnitsky, where employees of the State Emergency Service and the civil protection department of regional administrations were invited, an agreement was reached that when developing projects for the installation of a warning system and the equipment itself, communities enter into contracts only on the recommendation of the territorial State Emergency Service. To make it easier to appropriate budget funds, the State Emergency Service made changes to the Resolution of the Cabinet of Ministers of September 27, 2017 No. 733 in paragraph 10; since March of this year, all technical tasks for the implementation of warning systems have been approved by the State Emergency Service.
A source in law enforcement agencies told the editor that there are numerous complaints from communities in Dnepropetrovsk, Kharkov, Poltava, Kyiv, Cherkassy, Rivne, Sumy, Odessa regions, that the State Emergency Service puts pressure on communities, offers its companies and equipment to LLC NPF BRAND MASTER, which it's incredibly expensive.
According to our information, from June 12-14, the next “gangway” will be held in Pereyaslav-Khmelnitsky with the same composition as in September 2023. Surely they will sum up the corruption schemes of last year’s “agreement”.
We have already conducted journalistic investigations into the theft of budget funds during the purchase of warning systems in Kremenchug, Vishnevoy (Kiev region), Novodonetsk (Donetsk region).
In Kremenchug, we prevented corrupt officials from stealing tens of millions of budget funds for the purchase of Motorola radio stations, since the tender was cancelled. The State Audit Service of Ukraine operates in Vyshneve, which can be found on the PROZORO website. In the Novodonetsk territorial community, in the Donetsk region, the Antimonopoly Committee on May 28, 2024 made a decision to cancel the tender, as manipulations with various kinds of certificates were confirmed, thereby wanting to narrow the circle of participants in order to be able to steal budget funds. In Vishnevoy and Novodonetsk, the tender projects included equipment from the Ukrainian company NPF BRAND MASTER LLC. The company, which even before 2024 was engaged in the production of fire equipment and, as they say, was far from producing a warning system.
Ukrainian craftsmen quickly find their bearings and know how to steal budget funds from community treasuries. One of these methods is the development of projects for warning systems and concluding contracts without holding a tender. The company, in collusion with the community leadership, signs an agreement to develop the project at a negotiated price; the greater the kickback, the higher the price. After all, the funds are not your own, but budget ones, you can make money.
As we wrote, a number of companies that previously worked in the field of fire safety have appeared in the state. Having a manufacturer, LLC NPF BRAND MASTER, such firefighting companies have spread across the Ukrainian expanses and are concluding contracts en masse without a tender.
We conducted a journalistic investigation and found that individual entrepreneur Guryev A.V., Security Audit Center LLC, over the past two months, without holding a tender, signed about 20 such contracts with communities in the Dnepropetrovsk and Kharkov regions at a price of 200 to 350 thousand hryvnia, and this is at the same time a time when other market participants perform the same work at a much lower price.
There appears to be a large difference in budget overruns by communities contracted to develop projects. No one will be surprised that the equipment for warning systems will be provided from NPF BRAND MASTER LLC and at prices no lower than in the Vyshnevo and Novodonetsk territorial communities, if you remember, from 500 to 600 thousand UAH. The State Emergency Service has already agreed on this. And certificates will appear, the customer will provide them in the tender documentation in order to prevent strangers from approaching the tender. And these are completely different means.
