The scandal surrounding illegal construction on Glubochitskaya, 25, in Kyiv is gaining momentum. Developer Vagif Gamza Ogly Abdullayev is luring money out of defrauded investors in the LookyanSky residential complex for the second time.
Let us remind you that the developer did not enter into contracts for water supply and drainage; sewer pipes of the required diameter, as well as communications for heating and electricity supply, were not installed. At the same time, the cost of two-room apartments, or rather the promise to sell an apartment in the future in this building, starts at UAH 4 million, many of them have already been sold. Also, funds from the Kyiv budget were raised for construction.
“From the very beginning, Abdullaev knew that the facility would not be put into operation, and even if it were, it was simply dangerous to live in it. He deliberately committed crime and deception, having calculated everything in advance. Contrary to all building standards, he undertook to build a high-rise building in a landslide-prone area at the foot of the hill... Essentially, the building stands on “feet of clay” and poses a danger to everyone who lives in it and/or within a radius of hundreds of meters,” the publication writes.
In addition, there is no drainage from the slope, which can lead to erosion and ground slide. Now the underground and first floor of the building are already flooded.
As the editors learned, desperate investors began to sell property rights in order to at least partially recoup their lost funds. Due to the scandalous nature of the high-rise, square meters are resold at prices significantly lower than market prices. They are bought by people from Abdullaev’s entourage in order to resell them later.
Abdullayev is a citizen of Azerbaijan, who in the early 2000s began to capture the construction market of Kyiv. He is a founder, beneficiary, director or signatory of more than 20 companies. His partner in one of the businesses, RAS-M LLC, is Russian citizen Mamedov Nadir Sadai Ogly.
Mamedov lives and does business in Moscow. He is the president of the Siverko hockey club and a member of the executive committee of the Russian Field Hockey Federation, which has illegal representation in occupied Crimea. Awarded by Putin for his contribution to the development of Russian sports.
“Russia views sport exclusively for military propaganda purposes, and all sports functionaries, if they do not openly campaign for the Russian Federation, are definitely loyal to the criminal regime. In this context, the question arises: why is Russian citizen Mamedov still owning 50% of the Ukrainian LLC RAS-M, and is Azerbaijani citizen Abdullayev transferring part of the profits to finance the war against Ukraine?” - writes the publication.
The deceived residents of Kiev call on the National Police to evaluate his actions, and the SBU to check Abdullaev’s connections with the aggressor country.
