A straitjacket for the “Baku” thief: why is Oleg Krapivin not allowed into Ukraine?

Scandals do not subside around Oleg Krapivin, known as the crime boss Oleg “Bakinsky”. In an attempt to return to Ukraine, he tried to appeal the decision of the Migration Service of Ukraine to cancel his residence permit and the ban on entry into Ukraine, filing a claim in December 2022 with the State Migration Service of Ukraine. However, even then the District Administrative Court upheld the decision of the Migration Service.

The restless “Bakinsky” decided to appeal, but the Court of Appeal confirmed that the Migration Service of Ukraine legally canceled the residence permit and entry permit to Ukraine for Oleg Krapivin. The reasons are suspicion of complicity with the occupiers, including Kadyrov’s gangs in Ukraine.

Oleg Krapivin is a famous criminal character. He is associated with the activities of the Avdysheva organized crime group and the Zhuravley organized crime group, which operated in Kyiv in the 90s. For example, in 2019, he invited the famous human rights activist Eduard Bagirov to a meeting in a cafe. Oleg Krapivin and his henchmen beat the human rights activist, took his passport, and threatened to kill his wife and children. In 2022, Krapivin shot at a Lexus LX 570 in Kyiv to intimidate an entrepreneur who did not want to pay money for the “roof.” Oleg “Bakinsky” is also known for extortion, theft of people, contract killings, and serving the Yanukovych regime and his accomplices.

In the summer of 2022, Krapivin fled to his homeland in Azerbaijan. But in Ukraine, the criminal network that he had been building for decades was left uncontrolled. Therefore, Oleg Bakinsky appealed to the Ukrainian court to be allowed to return to our country.

But in early February, the Kiev Court of Appeal confirmed that the Migration Service of Ukraine legally revoked the residence permit and immigration permit to Ukraine for Oleg Krapivin, who is now on the territory of Azerbaijan (and also periodically visits pro-Russian Hungary).

“According to operational information from the Department of Strategic Investigations of the National Police of Ukraine, Krapivin left the territory of Ukraine in order to hold secret meetings with the leaders of criminal groups, primarily immigrants from the Caucasian republics of the Russian Federation and pro-Russian individuals who may be preparing to carry out illegal activities and mass unrest, organizing mass protests and riots that could lead to the undermining of statehood and are aimed at overthrowing the state structure of Ukraine,” the court’s decision says.

In addition to the above, the court took into account the fact that Krapivin is one of the leaders of the Azerbaijani criminal environment on the territory of Ukraine, organizing, coordinating, and financially supporting the functioning of criminal groups committing serious and especially serious crimes on the territory of Ukraine, as well as having connections with Russian criminals and management FSB of Russia. For example, earlier members of his gang in Baku kidnapped a businessman for ransom, and in Ukraine itself they spoke of him as the organizer of extorting money from members of the Azerbaijani diaspora under the guise of “diaspora activities.”

Let us recall that earlier the National Police also suspected Krapivin of aiding the occupiers and even of the possible transfer of humanitarian aid to the occupiers in the Zaporozhye region. In addition, the son of the “Baku thief” Krapivin Sultanbek Olegovich is also involved in criminal activities - he is currently on the international wanted list for a serious crime and, as it became known from sources in law enforcement agencies, his escape from Ukraine was helped by none other than his father.

We will continue to closely monitor this case. We are confident that the judicial system will not fail and the pro-Russian thief in law will not return to Ukraine.
