Super summons, fines of 17 thousand, and mobilization of students. Main changes regarding conscription in July

The deadline for clarifying the data in the TCC is ending

July 2024 is an important month in terms of mobilization changes. After all, several important innovations will come into effect this month: from July 17, large fines for evaders will appear, and from July 1, the deferment rules for some students will change.

Mobilization of students

Starting July 1, three categories of students can be mobilized:

  • part-time students;
  • those receiving second and third higher education (bachelor's, master's degrees);
  • those who receive any education at a level lower than what they already have (for example, they have a higher education, but receive specialized secondary education).

The deferment is maintained for those who study full-time or dual-time and receive a level of education higher than the previous one. Also, male students of universities and vocational education institutions who study full-time cannot be mobilized.

Graduate students are not deprived of the right to a deferment, but the Ministry of Education has changed the conditions for them. This year, full-time postgraduate study will be only on a budget basis. The volume of government orders is 7,000 throughout the country.

Fines of 17 thousand hryvnia

July 16 is the last day to update your registration data at the TCC (the law on mobilization came into effect on May 18). All men liable for military service from 18 to 60 years old, conscripts and reservists, reserved, deferred and women liable for military service must update the data.

From July 17, huge fines will apply to those who have not updated their data. This is from 17,000 to 25,500 UAH. In case of non-payment - criminal prosecution.

At the same time, those with limited fitness still have time to re-pass the VLK - they have 9 months from the date the law came into force (i.e. from May 18).

Some women will be fined

The category of female doctors and pharmacists also fell under the scope of this law. They, along with men, can receive a fine if they do not update their data in the TCC by July 16. An enterprise that violates the rules of military registration of employees can receive even higher amounts - from 34 to 59.5 thousand UAH.

We are talking about such specialties:

  • physical therapy;
  • medical and psychological rehabilitation;
  • public health;
  • physical rehabilitation;
  • industrial pharmaceuticals;
  • pharmaceuticals;
  • sanitation and examination;
  • dentistry;
  • medicine;
  • nursing;
  • technologies of medical diagnostics and treatment;
  • biomedical engineering;
  • biotechnology and bioengineering;
  • pathology professionals;
  • toxicology;
  • pharmacology;
  • physiology and epidemiology

Subpoenas by mail

From July 17, TCC and SP will be able to send summonses by mail. These will be such “super summonses” - they will be considered served even when the person refuses to pick it up, or if the post office has marked the person’s absence at the residence address.

They will be sent to the residential address specified when updating the data. If the data is not updated, the summons will be sent to the “registration” address. Anything else will be considered the recipient's problem because he should have updated the data by July 16th.

Who else will lose the right to a deferment

The changes will also affect several other categories of citizens; they will lose the right to a deferment.

  • for caring for a person with a group III disability (if it is a spouse);
  • alimony debtors with three or more children;
  • single parents, unless the mother is deprived of parental rights or declared dead or missing.
