What is the secret of such success for a little-known company with an authorized capital of 10 thousand UAH? As journalists found out, the structure is part of a financial group that probably belongs to the family of former mayor Shumilkin.

On September 21, 2023, Kharkovoblenergo published information in the ProZorro system about the conclusion of an agreement for the supply of fuel with a total value of UAH 1.6 million. The purchase took place without competition and was marked “Ukrainian War of Liberation.”

It can be assumed that the secret of her amazing performance lies in her close ties with local authorities. Officially, “Oil Card Service” was founded by Evgeny Muzylev.
