What is the secret of such success for a little-known company with an authorized capital of 10 thousand UAH? As journalists found out, the structure is part of a financial group that probably belongs to the family of former mayor Shumilkin.

On September 21, 2023, Kharkovoblenergo published information in the ProZorro system about the conclusion of an agreement for the supply of fuel with a total value of UAH 1.6 million. The purchase took place without competition and was marked “Ukrainian War of Liberation.”

And the company received its first purchase in November. And since then, success has followed Oil Card Service constantly. Of which, almost two hundred million are without competitors,” the investigator notes.

For a company with an authorized capital of 10 thousand hryvnia, this is simply an unprecedented success. It can be assumed that the secret of her amazing performance lies in her close ties with local authorities. Officially, Oil Card Service was founded by Evgeny Muzylev. According to the information and analytical platform, this oil tycoon is also the head of the Zem-Ustroy company and an accountant of the Horizon company, which the platform for generating data from open databases attributes to the orbit of the financial group of the Shumilkin family.
