The father-in-law of the deputy head of the Lviv Regional State Administration Ivan Sobko is actively buying land plots, despite the lack of official income

The father-in-law of the deputy head of the Lviv Regional State Administration Ivan Sobko, Igor Kadykalo, is buying up land plots in a prestigious suburb of Lviv. Despite the fact that he has never been involved in business, the 65-year-old pensioner has already spent more than 2 million hryvnia on such acquisitions.

Details : Journalists indicate that Sobko’s father-in-law has already concentrated in his hands 10 plots in Bryukhovichi with a total area of ​​0.66 hectares. Their total market value is much higher than that for which Kadykalo bought the land, and amounts to at least 11 million UAH.

The publication suggests that the money actually comes from 39-year-old Ivan Sobko, who has worked in public service all his life.

 
Kadykalo lives in the town of Sudovaya Vishnya near the Ukrainian-Polish border. He is a pensioner, but he hasn’t given up his job. The man travels daily to the neighboring town of Mostiska, where he has been working for 10 years as a foreman at the Mriya production cooperative, which mines sand and gravel and produces building materials.

Journalists emphasize that, apparently, Kadykalo earns little. According to financial reports, as of the end of 2022, “Mriya” owed employees salaries of 150 thousand UAH, and ended the previous 2 years with losses.

Despite this, in May 2019, Kadykalo got a lot of money from somewhere - and he began buying land in Bryukhovichi, a prestigious suburb of Lviv, where his daughter lives with her husband Ivan Sobko. In October 2019, Sobko received the position of deputy head of the Lviv regional state administration.

Over the next four years, Kadykalo bought only ten plots in Bryukhovychy, officially spending UAH 2.04 million on this.

All the plots that Kadykalo took possession of were allocated free of charge by the Bryukhovitsky village council to residents of Lvov and Bryukhovych in 2018-2019.

One of those who received a free plot of land on Independence Street of Ukraine in Bryukhovychi is 44-year-old Lviv resident Oleg Voitovich. But in a comment to reporters, he said that he did not remember to whom he sold the land and for how much, he forgot to pick up the documents from the notary, and generally prohibited the publication of his comment.

Kadykalo acquired seven plots in 2021, and another in November 2022. The village council previously allocated one of these plots to 38-year-old local resident Vitaly Franovsky. He, like Voitovich, did not remember who he sold it to, nor for how much, and after promising to check it in the documents, he stopped picking up the phone.

Later, journalists found out that Franovsky sold his plot to Bohdan Mazurka in October 2019, and he entered into an agreement with Kadikal in March 2021.

The publication notes that the people who sold the land to the official's father-in-law did not want to communicate with journalists.

“In general, Igor Kadykalo purchased seven plots on the street from different owners. Independence in the village of Bryukhovychi for only 48 thousand UAH each (8000 UAH / hundred square meters). It’s an unusually consolidated position for five different owners of these plots,” writes NGL.media and notes that this price is very underestimated, because neighboring plots are sold for 266 thousand UAH/sq.m.

NGL.media asked Kadykal several times to comment on these purchases, but he did not agree to talk.

Sobko didn’t want to talk either. At the same time, he wrote to journalists that he did not assist his father-in-law in purchasing the plots and had nothing to do with it.

“I have the property that is reflected in the declaration. Regarding the property of relatives, this is their business; I cannot and am not authorized to comment on their condition. I haven't bought or sold anything for the last three years. The property status of relatives is definitely not for me,” Sobko wrote.

But journalists found out that in fact, neither Sobko nor his wife have yet filed income statements for the last two years.

The publication also found out that Sobko’s wife and Kadikal’s daughter, Tatyana, recently sold a plot in Bryukhovichi for eight times more than she bought it for.

We are talking about a plot of land with an area of ​​0.067 hectares on the street. Shirokaya, 22, which is intended for individual residential development. At the beginning of 2020, the Bryukhovitsky village council allocated this plot of land for free to Lviv resident Vasily Kharysh, and a year later Sobko bought it for 48 thousand hryvnia.

In November 2021, Tatyana Sobko, who then worked in the economic policy department of LOGA, put this plot up for sale for almost 1.6 million UAH.

Tatyana Sobko was able to sell the land only in June 2023 and only for 400 thousand UAH, but journalists point out that this is also a good income.

The publication writes that among the closest relatives of the deputy head of LOVA, not only Kadykalo spends money that he clearly did not earn.

Recently, Ivan Sobko was spotted in Lviv driving a BMW 630D XDrive worth 60 thousand euros. The official said that he had only taken the car for a ride a few times, but in fact it belongs to his 65-year-old father, who lives in the small mountain village of Benjova.

“Dad worked on the railroad for many years, he is 65 years old, he could buy himself a car. If you ask, have I used this car? Yes, I drove it to work three times. That’s how I use my brother’s car,” Sobko said then.

He also clarified that his father gave only 40% of the cost of the car; the rest was given by his brother Nikolai, registered as a private entrepreneur since 2018.

According to NGL.media, Nikolai Sobko and his wife are indeed registered as individual entrepreneurs, but in 2020 their total annual income was about UAH 2 million. Journalists note that such income hardly allows one to spend 36 thousand euros on a car for an elderly father. Nikolay Sobko himself owns a much more modest Skoda Kodiaq 2018.

The publication recalls that both Sobko brothers have experience as deputies in the Bryukhovitsky village council. Ivan Sobko was a deputy of this council in 2010-2015, his younger brother Nikolai in 2015-2020, right up to the dissolution of the village council in connection with the annexation to Lviv.

Earlier, NGL.media already wrote that Nikolai Sobko’s wife also strangely bought a plot in the prestigious part of Bryukhovichi for 80 thousand UAH. Olga Sobko became the third owner of the plot allocated by the deputies of the village council for free in 2018 and bought it in 2021 for a thousand hryvnia cheaper than the previous owner.

In 2020, Nikolai Sobko ran for the Lviv City Council, but did not make it. Then he indicated that he worked as the head of the security department at Barcom LLC and did not mention any private business.

39-year-old Ivan Sobko has been working as deputy head of LOVA for more than 4 years. Before that, he worked for 11 years in various positions in the apparatus of the Lviv Regional Council, where he joined at the age of 24.

In 2015-2020 Sobko, in parallel with his work as an official, was a deputy of the regional council from the Samopomich party.
