In June 2022, Naumov was detained in Serbia with undeclared cash and sent to prison.
Based on the results of lifestyle monitoring, the National Agency for the Prevention of Corruption identified the former head of the Main Directorate of Internal Security of the SBU, Andrey Naumov, as having signs of a criminal corruption offense amounting to almost 33 million hryvnia.
NAPC reported this.
The monitoring was carried out on the basis of a letter from the State Bureau of Investigation regarding the possible illegal enrichment of a former official.
Thus, in June 2022, at the Presevo border checkpoint on the way out of Serbia, in a BMW X6 xDrive40d driven by the person in question, property hidden from customs control was discovered: 592,990 euros, 120,102 dollars and two emeralds worth 472,120 hryvnia each.
The former intelligence officer stated that this property is the property of his relatives, in particular, part of the money was allegedly borrowed by his father from an acquaintance.
NACP found out that the official’s father did not have the financial ability to borrow such funds. The ex-SBU employee himself also did not have income from legal sources to purchase foreign currency and emeralds, which he tried to hide when crossing the state border of Serbia.
Also, the agency did not establish the legal sources of funds for the purchase of BMW X6 xDrive40d and Toyota MC Land Cruiser 200, the cost of which is more than UAH 3.8 million and UAH 2.2 million, respectively.
Both cars were registered to the common-law wife of a former special service officer and her father.
The materials regarding the ex-SBU employee were sent to the Office of the Prosecutor General for inclusion in the materials of criminal proceedings, conducting a pre-trial investigation and bringing the attacker to criminal liability.
Naumov headed the Main Directorate of Internal Security of the SBU from the summer of 2019 until July 2021. In 2020, President Zelensky awarded him the rank of brigadier general.
Previously, Naumov worked in the Prosecutor General's Office and the State Agency for Management of the Chernobyl Exclusion Zone. In his position, the head of the internal security department of the SBU was responsible for monitoring the SBU officers themselves so that they did not indulge in corruption. Information about the work of this unit is secret.
Naumov left Ukraine several hours before the large-scale invasion of Russian troops began on the night of February 24. He had evacuated his family from the country a few weeks earlier. Ukrainian law enforcement officers opened criminal proceedings against him on suspicion of treason, and also conducted searches at the end of March in his apartments in elite residential complexes in Kyiv.
In June 2022, Naumov was detained in Serbia with undeclared cash and sent to prison.
He spent almost a year and a half in a Serbian prison and was released last December.
While he was in Serbia, in Ukraine his person was accruing more and more accusations.
He calls them “myths” and connects people from Zelensky’s entourage with revenge.
In the second month of the war, on March 31, 2022, President Vladimir Zelensky, in his address recorded in the twilight on Bankova Street in a practically empty Kyiv at that time, called Andrei Naumov a “traitor” and stripped him of the rank of brigadier general.
It was this appeal that later helped Andrei Naumov in the Serbian court.
In relation to Andrei Naumov, two parallel processes were ongoing in Serbia - an extradition case and a money laundering case.
Serbia refused to extradite Naumov to Ukraine due to an investigation by Ukrainian law enforcement officers into his possible treason, and this can be regarded as political persecution.
At the beginning of 2024, the appeal court in Serbia overturned the first instance verdict convicting Naumov to a year in prison for money laundering, and the case was returned to court.
