On September 9, KP “Pleso”, based on the results of a tender, ordered LLC “Knyazhna Lybid” to clear and improve Lake Sinye at a cost of UAH 80.69 million. This is reported in the Prozorro system.

By July 2025, Lake Sineya on the western outskirts of the Vinogradar residential area in the Podolsk region must be restored. It was formed naturally during the Ice Age in the floodplain of the Pochayna River. Proof of this version is the presence of blue silt at the bottom, which gives the water a characteristic bluish tint. In October 2023, the lake finally dried up.
The project was ordered by Dnieper Design and Survey Institute DPVI LLC. It is planned to clear the lake to a depth of 5 meters to reveal groundwater sources, clean the connecting channel, and also unite the lake into a ring to equalize water levels and prevent stagnation. The contract price is firm.
In addition to clearing, landscaping of the area around the lake is planned. UAH 4.14 million was allocated for a children's sports and play complex, gazebos, benches with canopies, beach showers and changing rooms, shade canopies for the beach, bird houses and a pedestrian bridge across the lake.
Another 2.84 million UAH were allocated for modular buildings for the administration building, first aid station, public restroom, rental points and rescue tower (hereinafter prices and amounts including VAT).
Inflated prices in the estimate
However, the final statement of resources revealed overpayments on construction materials. For example, hot-rolled reinforcing steel of class A-III with a diameter of 12 mm was taken into account at 49,594 UAH/t. On the website of the Metinvest-SMC company for Kyiv, such A-III (A400/A500) reinforcement costs 32,000 UAH/t, which is one and a half times cheaper. The State Restoration Agency in the construction of reinforced concrete covers for electrical substations "Ukrenergo" took into account hot-rolled reinforcing steel of classes A400C/A500C of different diameters from 10 mm to 40 mm at an average price of 32,521 UAH/t.
Also, Renault mattresses measuring 4x2x0.23 m were ordered for 4,986 UAH/piece. The Bereg construction company offers such gabion mattresses for 3,430 UAH/piece, and the Geotex online store sells them for 3,360 UAH/piece, which is one and a half times cheaper.
The likely overpayment for Renault fittings and mattresses reaches approximately UAH 1 million, which is equivalent to the cost of 10 Mavik drones to destroy enemies at the front.
The worker's estimated salary is UAH 18,000. According to the Pension Fund, the average salary for calculating pensions is higher - 18,807 UAH, and the average salary for vacancies in the construction industry on the Work.ua portal in Kyiv is much higher - 30,000 UAH.
The competitor of “Princess Lybid” at the tender was LLC “Pmk-Kyiv”, which submitted a cheaper proposal by 1%, but it was rejected due to errors in applying a qualified electronic signature.
To participate in the bidding, it was necessary to provide a letter of consent stating that the contractor, at his own expense, undertakes to enter into a tripartite agreement with the Kyiv Scientific Research Institute of Forensic Expertise and the customer to check and confirm the volume, cost (average market prices) and quality of the work performed.

CP "Pleso" is headed by Vyacheslav Savitsky, the authorized person for public procurement is Iya Yatsenko.
Brovary “Princess Lybid” belongs to Oksana Mezentseva, Vyacheslav Bozhko and Marina Markelova. In 2017, KP “Pleso” ordered the company to overhaul the sewage system of the Opechen lake system in the Obolon region for UAH 5 million, but the work was never completed, despite the payment of all funds.
In 2018, the police investigated the possible embezzlement of budget funds by officials of KP Pleso and SK Gorstroyinvest LLC, of which Princess Lybid was a 55% subcontractor, during the construction of bank protection structures and a recreation area along the Rusanovsky Strait for UAH 88 million. Then investigators found out that KP Pleso paid IC Gorstroyinvest UAH 30.51 million. At the same time, when examining the scene, investigators did not find any construction work on the coastline of the Rusanovsky Strait.
In 2024, the Kyiv prosecutor's office reported the illegal seizure of 1.7 million UAH during the renovation of the Pochayna park. The customer of which was the “Kyiv Center for the Development of the Urban Environment”. The director of “Knyazhna Lybid” and the technical supervision specialist of the private entrepreneur, Alexander Lakhnenko, entered false information about the scope of its implementation in the certificates of work performed. In September 2023, the court set bail for them at UAH 836 thousand each.
Since 2017, “Princess Lybid” has received contracts totaling UAH 558.16 million, of which UAH 424.09 million came from the current customer.
