Another underground millionaire in public service? Boris Nikolenko, who heads the state motor transport enterprise NAS of Ukraine, looks rather modest in his personal life. And the income he declares is low - about 26 thousand UAH. salaries per month. At the same time, accusers counted 17 properties owned by his family. And among them is an apartment in the premium residential complex “Crystal Springs” overlooking the capital’s Feofania. This residential complex on former scientific lands was built by the notorious KSM Group.
Who from the leadership of the National Academy of Sciences is helping Sergei Kopistira’s structures build up tasty territories in Kyiv, and what does the luxurious fortune of Boris Nikolenko’s family have to do with construction “schemes”?
Boris Nikolenko is the director of the State Motor Transport Enterprise for Expeditionary and Special Vehicles of the National Academy of Sciences of Ukraine or, in short, GATP NASU. It is on the territory of this enterprise near the capital’s Academy Town that questionable construction work is in full swing. Another residential complex is probably being built here - the developer is Navium-2008 LLC, and neither GIAG nor the Kiev City Council gave permission for housing construction.
For the sake of a suspicious object, they even destroyed the only bomb shelter in the neighborhood.
StopKor previously told how the developer from the orbit of Sergei Kopistira’s KSM Group, together with the National Academy and GATP, changed the purpose of these lands through the court. And now instead of an industrial zone there are high-rise buildings, although in fact residential construction is prohibited.
At the same time, the Navium-2008 company did not have permits for the construction itself, so some of the objects were disguised as reconstruction of old warehouses. But visually this is a typical new building. Based on these facts, journalists have already contacted the competent law enforcement agencies.
But who can stand on this scheme from the NAS side?
“I’ll tell you briefly: obviously, the developer pays for such assistance in square meters. At least, relatives and friends of the person responsible for the property at the National Academy already have several apartments in the residential complex from KSM Group,” notes Igor Dotsenko.
One of the key players in this deal, as you might guess, may be Boris Nikolenko. After all, the areas where the complex is being built are in constant use of the organization he heads - GATP NASU. Moreover, there is reason to believe that this civil servant is directly connected with the scandalous developer.
To prove or disprove this hypothesis, the StopCor team sent an undercover agent to the construction site to find out who the beneficiary of the future residential complex is?
However, the foreman on site turned out to be taciturn and said that there were no vacancies in construction.
“It was not possible to find out anything concrete; the foreman probably knows how to keep his mouth shut. However, there is still one clue. At the end of the conversation, we exchanged phone numbers,” says the journalist.
Our editors looked up the man’s number through GetContact and saw many signatures like: “Sergey KSM”, “Sergey KSM Academ” and the like.
But not only the foreman, but also the director of DATP, Nikolenko, is probably associated with this scandalous group of companies.
According to YouControl, Boris Ivanovich owns 15% of the company IBK DOBROSTROY-OK LLC, which is part of the KSM Group. Nikolenko is probably directly interested in playing along with “his own people.” By the way, as evidenced by the information and analytical platform, this inconspicuous-looking man has a whole bunch of companies. And almost all of them are similar to typical “one-day events”.
Experts say that such “disposable” companies are often used for money laundering, fictitious tenders, and tax evasion. They are created in order to complete certain financial transactions in a short time and quickly close, leaving a minimal trace for control authorities.
By the way, this version has received proof.
“We enter one of the specified phone numbers into GetContact - and voila. Briefly and concisely: “Alexey cashed.” For those who don’t know, this is a slang term meaning money laundering,” comments Igor Dotsenko.
Another interesting company is ARGUMENT PLUS-2 LLC, 30% of which is owned by Nikolenko’s wife, Mrs. Alla. And another 40% of the authorized capital is owned by a certain Maxim Gaber. Most likely, this is the son of politician Nikolai Gaber, who was accused of collaborating with Medvedchuk and acting in the interests of Russia.
Nikolenko and his son Vladislav also own the company YARIK-OK LLC. One of the sites says that this is a gambling company. It’s also interesting where Nikolenko Jr. lives. The Crystal Springs residential complex in Kyiv is one of the elite residential complexes associated with the KSM Group. At one time, the court arrested three plots of NASU near Feofaniya, illegally transferred for this development.
However, today these structures are actively developing the lands of Kyiv, which are used by the National Academy of Sciences. The implementation of these projects by developers was accompanied by litigation and protests from the public. Among the latest cases: in January 2022, companies close to KSM Group demolished the dormitory of the National Academy of Sciences of Ukraine on the street for the construction of high-rise buildings. Metrological, where people still lived.
In particular, unknown people in balaclavas actually threw a military doctor out of the building.
And during one of the protests against this development, there was a violent confrontation between local residents and people whom public activists called “titushki.”
It is noteworthy that the average market price for an apartment in the Crystal Springs residential complex, according to specialized real estate websites, reaches 140 thousand dollars. Where does Vladislav Nikolenko get such funds?
“Almost all of his businesses are connected with his father. Neither Forbes nor any other media know anything about him as a business tycoon. Perhaps he got an apartment in such an elite area thanks to cooperation with Kopistira’s companies?” the investigator suggests.
What is known about the income and income of Boris Ivanovich himself?
According to the declaration, his official salary is only about 26 thousand UAH per month - almost the same as that of an ATB security guard. And the property is like that of a rich gentleman.
Yes, Boris Nikolenko declares an apartment in the Desnyansky district of the capital. And also, according to the real estate register, a house with an area of almost 300 square meters is registered in his name. But if you find this object on Google maps, it visually looks more like an integral property complex.
The StopCor team went to the location and made sure that a small cottage community was being built here.
Behind it you can see a long two-story building resembling a townhouse. If you count, then in total there can be up to 10 apartments. And all this is in the suburbs of the capital, surrounded by green forest, where you can come and relax from the noisy Kyiv. It looks like in the future this could be a good place for wealthy Kiev residents to relax.
But, as journalists found out, four plots of land are combined here, which belong to Nikolenko’s father, wife, and son. For his 10 acres, Boris Ivanovich paid more than half a million hryvnia, but he showed this figure only once - in the declaration for 2016.
“And we can guess why: because the cost of the land was four times his annual salary. And there are questions regarding the wife's property. She has a sole proprietorship and seven companies. At the same time, Mr. Nikolenko has not shown a penny of her earnings in his declarations since 2016,” notes Dotsenko.
But where does the money for townhouses come from? And approximately how much can they cost?
According to a real estate expert, in this location the average price per hundred square meters of land for construction starts from $1000-1200.
“It’s difficult to evaluate a house of 300 square meters without understanding what kind of repairs are there, whether there are any at all. If you take 300 sq. m, then it’s 90 thousand. For cottages, I think 30-40 thousand per section,” comments Alexander.
So, let’s calculate how long this complex currently lasts. At minimum prices:
- land – 1 million 640 thousand UAH;
- house of 300 square meters - 3 million 690 thousand;
- townhouse with 10 apartments – 12 million 300 thousand;
- one-story townhouse – 6 million 150 thousand.
All together, according to rough calculations, it can be estimated at 24 million hryvnia. We remind you that Boris Nikolenko’s official salary is 26 thousand hryvnia per month. That is, he would have to save for this yard alone, without spending a penny, for more than a thousand months or about 85 years.
The next location is the family nest of the Nikolenko family in the village of Shpitki.
Behind a high stone fence, journalists recorded a two-story building with a large area around it.
“Once again no one answered our knock - perhaps there is no one at home? However, while we were talking with the neighbors, we noticed movement in the yard: someone put garbage bags on the fence,” says Igor Dotsenko.
How did the Nikolenko family manage to save money to purchase so much real estate?
Boris Ivanovich probably knows the answers. So the Stopokrovites went to GATP NASU. However, as a security guard at the enterprise told reporters, the director does not seem to be at work.
Taught not to trust the words of the guards, the media workers reached the director's office. And they saw Nikolenko there in person. True, the latter immediately began to run away. And finally, he pointed his heels in the official car.
By the way, it is curious that officially neither Nikolenko, nor his wife, nor his son have their own transport.
This seems rather strange, given the significant number of objects owned by the scientist's family. Perhaps all the cars are registered to dummies, or family members actually use Mr. Boris’s official cars.
During our meeting, Nikolenko actually moved around in a car belonging to NASU. The question arises: does he use official transport not only for work needs, but also for personal matters?
So, let's summarize. Boris Nikolenko is the director of a state-owned enterprise on whose lands illegal construction is being carried out. It was the GATP that promoted this scheme in the courts. The office of the beneficiary KSM Group is located in the same office. Nikolenko himself has a common company with KSM Group. At the same time, despite a salary of 26 thousand, the director’s family owns at least 15 apartments and two estates.
