During the Olympics, public attention is focused on the state of domestic sports. And although the composition of functionaries has recently undergone changes, the “updated” personnel, upon closer analysis, turn out to be from the Yanukovych era with all the attributes inherent in ex-regionals - a dubious condition, corruption and moral scandals and probable connections with the Russian Federation.
So the journalists decided to take a closer look at the activities of Matvey Bedny, acting. Minister of Youth and Sports, in the position and relationship of the official with his father-in-law Grigory Dashutin, suspected of supplying products to a Russian arms manufacturer.
Against the backdrop of a full-scale war and high-profile anti-corruption investigations, there is an active rotation of personnel in the highest echelons of the Ukrainian government. And increasingly, the media has new reports about officials being exposed for kickbacks, corruption and cooperation with the Russian Federation, and personnel changes in ministries and departments are preceded by scandals. How voluntarily did Vadim Gutzeit quit?
At the end of 2023, changes were also made to the Ministry of Youth and Sports. On November 8, 2023, the Minister of Youth and Sports of Ukraine Vadim Gutzeit submitted an application for dismissal from office. It was published then on his Facebook page by the speaker of the Verkhovna Rada of Ukraine Ruslan Stefanchuk
and also said that the application will be considered in the near future.
It would seem that everything is fine. Gutzeit himself also stated this on his Facebook page and wrote that he wants to focus on working at the NOC.
But what’s interesting is that Vadim only stayed in his post for less than a year. And in October 2023, he “disgraced himself” by submitting an appeal to the President of the International Olympic Committee, Thomas Bach, for recognition by the Russian Olympic Committee of “organizations” from the occupied Ukrainian territories.
And a month later, on November 7, People’s Deputy Yaroslav Zheleznyak announced on his Telegram page that Vadim Gutzeit would soon be dismissed.
The next day, Vadim Gutsayd himself actually announced his resignation. Whether this was really the impetus for the dismissal is unknown, but the people’s deputy’s preliminary statement “subtly” hints at this.
New appointment of a minister and a new scandal
As Ruslan Stefanchuk promised, the decision was made and even very quickly. On November 9, the Cabinet of Ministers appointed Acting Minister of Sports Matvey Bidny, who had been deputy minister since 2020. He was in this position for only four months after the appointment of Vadim Gutzeit as the new Minister of Youth and Sports.
And Maxim Bidny has worked at the Ministry of Youth and Sports itself since 2016. In 2016-2020, he held the positions of chief specialist in the department of priority non-Olympic sports of the Department of Physical Culture and Non-Olympic Sports, as well as director of this department.
He was known for his order banning Ukrainian national teams from participating in competitions together with athletes from Russia or Belarus. However, at the end of July, the text of the order was changed, which allowed Ukrainian teams to participate in tournaments with neutral Russians and Belarusians.
However, while still a deputy minister, Bedny got into a scandal by signing orders for gymnast Alexander Matveev to travel to Ireland for a training camp together with coach Yuri Davydov. Then the coach went to Dublin himself, as the editor-in-chief of the news publication Tribuna reported on Facebook.
Also, this information source then showed orders signed by Deputy Minister of Youth and Sports Lyudmila Panchenko, the third and fourth - by Matvey Bedny. And maybe everything would have been fine, but Alexander Matveev, while his coach was abroad, participated in Ukrainian competitions and even appeared in the photo.
However, when these facts were published, the Ministry of Youth and Sports limited access to public documents on its official website. The department justified such actions with “security opinions,” which it officially reported in a letter to Tribuna.
Then Oleg Shcherbakov noted: “almost all orders of the Ministry of Youth and Sports relate to the formation of national teams, holding training camps, etc. I have no idea which of these orders may be secret. But I know for sure what may have signs of corruption.”
But this is not the only unpleasant situation associated with Matvey Bedny. When he was appointed acting minister, the media began to cover quite interesting data.
In particular, that the official’s wife Victoria Dashutina works in Slovakia (rents an apartment in Bratislava), has real estate in the occupied Crimea (city of Gurzuf) and is the owner of an apartment in Kyiv, where the acting minister lives.
Maxim Bidny himself was in the past an assistant-consultant to the People's Deputy of Ukraine Andrei Portnov (former deputy head of the Presidential Administration of Viktor Yanukovych), but in an interview with “Briefly about” he explained that he met him in 2005-2007 and they have not communicated for a long time. .

And the wife of Matvey Bidnoy is the daughter of the famous businessman Grigory Dashutin, who was detained by law enforcement in June 2023 and charged with “creating a criminal organization” and “assisting an aggressor state.” According to the materials of the criminal case, the products of the Poltava Pipe Mechanical Plant and VNIIkompressormash, owned by the Dashutin family, were supplied to the Russian Federation and Belarus.

According to the investigation, during the first 16 months of a full-scale war, this enterprise supplied components worth more than UAH 160 million to Russia. Searches at these enterprises continued in 2022-2023.
Victoria Dashutina’s brother, 27-year-old Artem, according to the Commander-in-Chief, lived in Ukraine with the beginning of the Russian invasion of Ukraine. He worked at a family business in Sumy. However, when the searches began, Artem somehow successfully received the position of economic affairs assistant at the Ukrainian Embassy in India, even without the appropriate education and experience in the diplomatic service. At one time, he received an engineering degree at the Kiev Polytechnic Institute.
By the way, by decision of the Kyiv Court of Appeal, several family businesses were transferred to the management of the state agency ARMA.
In an interview with the BBC, Matvey Bedny commented on his relationship with his father-in-law as follows: “The investigation continues, he is today in a pre-trial detention center. Of course, this is a very unpleasant story. But he is an adult. When I finished school, he was already a people's deputy. It was formed the way it was formed. I can't say that we had a close relationship. going to ".
