The National Agency for the Prevention of Corruption (NACP) reports the discovery of unjustified assets or signs of illegal enrichment worth more than UAH 255 million among the management staff of territorial recruitment and social support centers (TCS).
The NAPC press service reported this today, October 23, based on the results of the monitoring.
This amount was discovered only in the last six months by the military commissar, the case materials in respect of which were transferred to the relevant authorities, the NAPC notes.
In particular:
- in July 2023, SBI employees reported suspicion to the former head of the Odessa Regional TsK Evgeniy Borisov for illegal enrichment of more than UAH 188 million and deliberate evasion of duty. The suspicion was based on the materials of the NAPC;
- NAPC came to the attention of his subordinate (Deputy Head of the TCC - Head of the Acquisition Sector of the Odessa Regional TCC) Denis Galushko. Monitoring the lifestyle of the military commissar revealed signs of a corruption criminal offense, indicating his illegal enrichment of more than 14 million UAH;
- in October, the NACP, based on information from criminal proceedings received from the Investigative Directorate of the GUNP in the Nikolaev region, as well as lifestyle monitoring, revealed signs of a corruption criminal offense, indicating the illegal enrichment of the head of the Malinovsky district TCC of Odessa, Vyacheslav Kushnerov, in the amount of almost 47 million UAH;
- NACP revealed signs of illegal enrichment amounting to almost 8.5 million UAH from the head of the Dnepropetrovsk regional TCC, Anatoly Pikal;
- the deputy head of the Poltava Regional TsK acquired unsubstantiated assets, which were identified by the NACP. The difference between the value of the acquired property and the family’s legal income is more than UAH 1.8 million. The case materials were transferred to SAP;
- It was established that the head of the Sambir district TCC of the Lviv region. It was established that the declarant and his wife acquired a number of real estate assets during 2020-2022. The difference between the value of assets and official family income is more than UAH 4.4 million. The materials were transferred to SAP to resolve the issue of going to court with a claim to recognize the assets as unfounded and recover them for the state.
Also, valuable property was found in the possession of relatives of a number of persons involved in the monitoring.
Thus, during the monitoring of the lifestyle of TCC managers, unsubstantiated assets and signs of illegal enrichment were identified for a total of 255 million 629 thousand UAH.
One of the most common corruption practices, which creates conditions for the illegal enrichment of the military commissar, is their receipt of undue benefits for providing those liable for military service with the opportunity to avoid mobilization due to the decision of the Military Military Commission declaring a person unfit for service, the NAPC notes.
