Ukrainian officials declared $58 million worth of bitcoins in 2023

Until March 31, 2024, public employees filed over 664,000 income tax returns for 2023.

The editors of Incrypted studied declarations from the Unified State Register for 2023, which include cryptocurrencies.

Based on the documents analyzed, Ukrainian officials declared about 834 BTC, which is $58.19 million at the time of writing or approximately 2.2 billion hryvnia. According to the 2023 report, 792 people indicated the first cryptocurrency.

Nikita Kuzkevich, 121 BTC

The largest owner of bitcoins among those who indicated cryptocurrency in their declaration was deputy of the Odessa Regional Council Nikita Kuzkevich. The official declared 121 BTC (more than $8.4 million at the time of writing).

The declaration states that 88 BTC belong to Kuzkevich and another 33 BTC to his wife. According to the submitted reports, the couple acquired cryptocurrency in 2012.

Alexander Kizlyar, 100 BTC

The second major Bitcoin owner among the declarants was the deputy of the Khmelnytsky District Council, Alexander Kizlyar. He reported 100 BTC (more than $6.97 million at the time of writing), of which 30 BTC belonged to his wife.

According to the document, the official stores his crypto assets in the Trust Wallet. He is also an early holder of Bitcoin - all coins were purchased in 2012. Let us remember that 12 years ago the asset was trading in the range from approximately $4.6 to $13. The declaration indicates that Kizlyar and his wife spent 3,356 and 1,438 hryvnia, respectively, to purchase 100 BTC.

Gennady Pogorelov, 80.99 BTC

In third place by the number of bitcoins is the deputy head of the regional service center of the State Center of the Ministry of Internal Affairs in the Odessa, Nikolaev and Kherson regions Gennady Pogorelov. He reported 80.9 BTC (approximately $5.64 million at the time of writing) on ​​his 2023 tax return.

According to reports, Pogorelov purchased the cryptocurrency in 2015, when Bitcoin was trading between $200 and $460.

Other bitcoin declarants

Also, significant savings in the first cryptocurrency were indicated in their declarations:

  • Head of the Committee on Environmental Policy and Natural Resources Management Oleg Bondarenko - 80 BTC;
  • Head of the State Regulatory Service of Ukraine Alexey Kucher - 77 BTC;
  • People's Deputy of Ukraine Dmitry Gurin - 42 BTC (according to the declaration, access to assets was lost);
  • head of the migration control department in the Odessa region Andrey Moraru - 37 BTC belonging to his wife;
  • chief specialist of the Department of Improvement and Infrastructure of the Dnieper State Council Kristina Pavlova - 20 BTC, belonging to her husband;
  • deputy head of the main department of the National Police in the Nikolaev region Eduard Soloviev - 15 BTC;
  • senior detective of the National Anti-Corruption Bureau of Ukraine Alexander Rykovtsev - 13 BTC, most of which, according to the declaration, belong to the wife.
