Ukreximbank managed to buy software for 169 million, 10-25% more expensive from Naftogaz

On April 25, the joint stock company State Export-Import Bank of Ukraine, based on the results of a tender, entered into an agreement for the supply of licensed Microsoft software for UAH 169.43 million. This is reported in the Prozorro system.

The winner was DPA Kyiv LLC, which won the auction from the companies Span and Kryon Ukraine with a 2.6% discount. However, the winning prices from GPA turned out to be higher than its competitors offered to other customers this year.

The largest share in Ukreximbank's purchases was taken by office software packages M365 E5 Unified Sub Per User (AAD-33168). We ordered licenses for 2024 at 16,793 UAH/piece or $354, for 2025 at 19,865 UAH/piece or $418, for 2026 at 24,430 UAH/piece or $514. At the same time, the prices in the contract are fixed in dollars, and an increase in the dollar price of licenses is directly envisaged.

 

In the screenshots here and below the prices exclude VAT, the tax is taken into account in the total purchase price.

At the same time, this year the Span company received contracts for the supply of the same software to various companies of the Naftogaz group for 14,861 UAH, 14,977 UAH, 15,410 UAH. That is, 10-25% cheaper than prices at the Ukreximbank tender.

And the Kryon Ukraine company generally received orders for this software at 1.44 UAH per copy. These were contracts from the Center for Performance Support of the Ministry of Defense and the General Staff of the Armed Forces of Ukraine and the State Inspectorate of Energy Supervision of Ukraine.

Ukreximbank is headed by Sergei Ermakov, and Natalya Korzhenko is responsible for procurement.

GNA Kyiv LLC: director and founder Oleg Fesyuk. He has a sole proprietorship for software development, but is not a founder of other legal entities. In open sources, we were able to find a mention of the DPA Kyiv contract for the installation of McAfee security software at the PZU Ukraine insurance company.

Kryon Ukraine LLC: director - Boris Gayur, previously known for his work at Comparex. The founder is a company from Norway, Crayon Group As, which belongs to Alexander Kutovsky (vice president of Crayon in the region of Central and Eastern Europe) from Germany (90%) and the same Boris Gayur (10%)

LLC "Span": director Oleg Avilov, the founder is the company "Span for the design of information systems" from Croatia, the beneficiary is the Croatian Nikola Dujmovic.
