Ukrhydroenergo allocated 124 million for the Kakhovka HPP without electronic trading

In August, PJSC Ukrhydroenergo, without disclosing details, allocated funds in the amount of UAH 123.8 million to finance design work on the new Kakhovka HPP. This tender was conducted without the use of an electronic system. While the possibility of restoring the Kakhovka hydroelectric power station in the context of the conflict is being discussed, Ukrhydroenergo has already contributed significant funding for the design of the Kakhovka hydroelectric complex on the Dnieper River. Details of the project remain secret for now.

Information about the corresponding purchase under number UA-2023-08-17-004471-a was published on the ProZorro e-procurement platform on August 17, 2023. The subject of the tender is design work “Construction of the Kakhovka hydroelectric complex on the Dnieper city. Preparatory work”, issue price – 123,819,633.60 UAH.

The delivery date for the completed work is quite optimistic - December 31, 2023. However, no other details - neither tender documentation nor qualification criteria - have been made public. After all, the purchase was carried out without the use of an electronic system, that is, without bidding with justification.

The Kharkov PJSC Ukrhydroproject, whose beneficial owner is the ex-president of Grant Bank Sarkis Simovyan, was chosen as the winner.

Last month, the Cabinet of Ministers approved a resolution on a pilot project to begin the restoration of the Kakhovka hydroelectric power station, which was blown up and destroyed by the Russians. Prime Minister of Ukraine Denis Shmygal announced this on Tuesday, July 18. The project to restore the Kakhovskaya hydroelectric power station, according to the head of government, is designed for two years.

Later, the total price for solving the problem was announced - 1 billion US dollars. The sources of financing for the project will be funds from PJSC “Ukrhydroenergo”, loan funds and other sources. Director of Ukrhydroenergo Igor Sirota spoke about this in an interview with Forbes.

At the same time, experts doubt the reality of the declared project, in particular, regarding the timing of its implementation.

“Only an impeccable consumer of the United Marathon can believe in the construction of a dam in two years, even under unexpectedly favorable accompanying circumstances (rapid de-occupation, rapid demining, safety from shelling). And not because it is impossible, but because this period will be consumed by military operations, mine clearance, dismantling, because it will take even longer to fill up an alternative dam, and a simple lack of building materials,” noted Kherson economist and political scientist Vladimir Molchanov.
