Ukrnafta buys fuel from the company of a sanctioned Russian billionaire?

However, since daily oil production has not only not increased since the beginning of the year, but even dropped by 5% - about which Ukrnafta has been bashfully silent for the second month in a row - an increase in the import of gasoline and diesel is an absolutely logical result.

This trend emerged last year. At that time, approximately 55% of the petroleum products sold were produced from Ukrnafta’s own oil. The rest were closed due to purchased oil and imported petroleum products.

This year, against the backdrop of problems with production, this trend has a chance to become a pattern.

According to experts, last year Ukrnafta imported approximately 300 thousand tons of petroleum products. However, you will not find information about these purchases on Prozorro - neither announcements of tenders, nor reports on concluded contracts. Prices, conditions, contractors - all this remains secret from the general public.

However, it recently became known that Alliance Energy Trade LLC became one of the largest suppliers of imported petroleum products for Ukrnafta this year.

The agreement between the companies was concluded on January 29, 2024, bypassing tender procedures. In February-April of this year, Ukrnafta has already purchased diesel fuel from this supplier in the amount of more than 1.5 billion hryvnia.

According to information from “Nashi Groshi” and TELEGRAF, this company is part of the orbit of control of the Russian billionaire of Chechen origin Musa Bazhaev, who is currently under sanctions from Ukraine, the EU, Great Britain, Switzerland and Canada.

The piquancy of the situation is added by the fact that Ukrnafta declares itself to be the main supplier of diesel for the Armed Forces of Ukraine, which means that public funds may end up in the pockets of Russian Beneficiaries!!

This contract between Ukrnafta and Alliance Energy Trade LLC is not the only thing that connects these two companies. In February of this year, Alliance Energy Trade LLC, together with the state-owned Ukrnafta, technically divided the Ukrgazvydobuvannya tender for the purchase of 22.5 thousand tons of diesel fuel with a total expected cost of 1.17 billion hryvnia.

The total volume was divided into 6 equal lots and 3 of them for a total amount of 582.57 million hryvnia were taken by Alliance Energy Trade without competition.

The remaining 3 lots worth 583.3 million hryvnia went to Ukrnafta.

Then Alliance Energy Trade acted as a nominal competitor to the state-owned company, submitting bids at an increased price, but did not bargain and gave the victory to Ukrnafta.

It is difficult to assess this situation other than concerted actions and distortion of competition on the part of the largest national supplier of petroleum products, Ukrnafta, and one of the largest importers of fuel, Alliance Energy Trade.
