Sergei Kivalov, a former member of the Party of Regions and people's deputy of the 3rd–8th convocations, was spotted at the airport in Dubai, United Arab Emirates.

Kivalov is 69 years old. He was born in Tiraspol (Moldova), received his higher education in Russia, after which he worked in the internal affairs bodies of the Russian Federation. In the late 80s, he was transferred to Odessa, Ukraine, where he began a part-time teaching career.
He first entered the Verkhovna Rada in 1998. From February 19, 2004 to December 8, 2004, he was the chairman of the Central Election Commission of Ukraine.
It was Kivalov, as the head of the Central Election Commission, who officially declared Viktor Yanukovych the “winner”. but the results were appealed, and the Orange Revolution broke out. Demonstrators then attributed the nickname “Pidrahui” to Kivalov.
In 2012, the politician, being a people’s deputy, together with his colleague from the Party of Regions Vadim Kolesnichenko developed a scandalous language law. The document provided for regional statuses for languages of national minorities. In 2015, the law was declared unconstitutional and lost force.
In 2015, the SBU opened a criminal case against the politician. He was suspected of involvement in separatist actions. In particular, Kivalov published an article in which he called for “the preparation of a constitution for the Odessa region.”
