In the declaration of a Lviv customs officer who fights smuggling, violations of UAH 6.8 million were found

Petr Zelenchuk and his wife, in particular, could not confirm 110 thousand dollars in savings

NACP conducted a full check of the declaration of the inspector of the department for combating smuggling and violations of customs rules of the Lviv customs, Petro Zelenchuk, and identified false information in the amount of UAH 6.8 million.

Inspector of the Anti-Smuggling Department of Lviv Customs Petr Zelenchuk indicated in the declaration that at the end of 2022 he had savings (cash assets) of $80 thousand and UAH 1.8 million in cash. Pyotr Zelenchuk explained that he saved up money before starting work in the civil service. However, upon inspection, NAPC found that from 1998 to 2022, Zelenchuk’s total official income was UAH 884 thousand - this is without deducting taxes or other living expenses.

In the declaration for 2021, the customs officer indicated 17 UAH of savings. According to NAPC, Petro Zelenchuk in 2022 purchased three cars for a total of 1.2 million UAH and sold two cars for 1.3 million UAH, that is, according to NAPC, he could save no more than 1.3 million.

The NACP also found that the wife of the customs officer, Irina Zelenchuk, could not save 30 thousand dollars and 700 thousand UAH, as indicated in the declaration. She allegedly also saved money before working in government service. NACP found that from 1998 to 2022, Irina Zelenchuk’s total official income amounted to 221 thousand UAH (excluding taxes, etc.), and in the declaration for 2021, the customs officer’s wife indicated the absence of any savings. At the same time, Irina Zelenchuk purchased three cars in 2022 and sold one car worth UAH 225 thousand.

According to the NACP check, the customs officer did not indicate information about the land plot and his parents’ residential building in Bryukhovichi (195.4 m2), where he and his family lived during the reporting period. Petr Zelenchuk also indicated that since 2017 he has been the owner of a land plot in Bryukhovichi (0.87 hectares), although in fact he received this land for long-term temporary use for 20 years.

According to NACP, Pyotr Zelenchuk committed violations in indicating the cost of his cars, in particular, he inflated them and indicated already sold cars in the declaration. For example, since 2020, a customs officer is the owner of a Toyota Avalon car (2018), with a declared value of UAH 1.2 million. The NAPC certificate states that, according to the register of vehicles, the cost of the car is 458 thousand UAH.

Petr Zelenchuk explained that he purchased a damaged car, but after repairs its value increased, but did not provide documents that would confirm the value of the car indicated in the declaration. Thus, the Lviv customs officer incorrectly indicated the cost of several cars.

The declaration also lists three cars (Mercedes-Benz E 200 D 2017, Kia Sorento 2006, Mercedes-Benz B 200 2007) that he and his wife sold. The income from the sale of two cars was not indicated in the declaration, and as for the third car, Peter Zelenchuk incorrectly indicated the buyer’s information.

In general, the NACP revealed violations in the declaration of Petro Zelenchuk in the amount of UAH 6.8 million. The audit findings indicate that these violations have signs of Part 2 of Art. 366-2 of the Criminal Code. Punishment under this article is a fine of 68-85 thousand UAH, community service or restriction or imprisonment for up to two years with deprivation of the opportunity to hold certain positions.
