In Malin, Zhytomyr region, without holding a tender, the Rayagrodorstroy company, owned by a local “cop” and former official from the Yanukovych era, was appointed to carry out million-dollar road repair work.
Without open bidding and competition: in the town of Malin, Zhytomyr region, this year alone they “raffled” about 25 million UAH for current and major repairs of the road surface. It is noteworthy that million-dollar contracts predominantly went to one company, Rayagrodorstroy, whose owners may be connected in a certain way with local authorities. What is known about the favorite company of the Malinsky mayor’s office and what schemes have been used to ensure that it becomes a winner?

In Malin, about a tenth of the entire community budget was spent on road repairs. And a significant part of these funds went to the same private structure.
As our editors managed to find out, Malinsky LLC “Rayagrodorstroy” has been participating in government procurement for six years. But the real “breakthrough” for the contractor occurred only this year, when the company “earned” almost 25 million UAH from tenders - twice as much as in the entire previous period. At the same time, most of the agreements with the KP “Malin” and the housing and communal services department of the city council were concluded without competition using the “pre-threshold” scheme.
So, only on August 14, Rayagrodorstroy received two contracts from the City Hall for the overhaul of two streets: almost 3 million UAH were divided into two “sub-threshold” amounts. On July 20, 400 thousand of current repairs were also broken. On July 18, a million hryvnia was divided into five agreements for routine repairs. June 21 – another million.
“ Where does the Sitailo team have such confidence in the Rayagrodorstroy company? Perhaps the answer to this question lies in the company’s functionaries ,” the journalist suggests.
According to information and analytical platforms, currently the co-founders and signatories of the winning company are two local residents who are registered in neighboring apartments - Vladimir Kirichenko and Alexander Shchulipenko . At the same time, YouControl knows the full thesis of the first one as an investigator of one of the local police departments. But the second one under Yanukovych was at the helm of the state enterprise “Slovechansky Forestry”. And at one time he was even elected as a deputy of the Zhytomyr Regional Council.
“This person is quite famous and even scandalous. In 2018, colleagues published a large article about him, where they mentioned criminal proceedings, corruption, forestry schemes from the Yanukovych era, and hidden companies. Among them was the fuel company Malinmetanservice. By the way, during the war years, the Malinsky enterprise “Ekoresurs” managed to fill up a little more, from whose director’s chair Alexander Sitailo jumped into the mayor’s office ,” notes Igor Khmury.
