The Ministry of Defense announced an attempt to disrupt the purchase of food for the army

They are trying to disrupt the purchase of food for the troops - the Ministry of Defense has already contacted law enforcement agencies with a statement about a criminal offense.

This was reported by the press service of the Ministry of Defense.

On November 1 and 2, on the Prozorro e-procurement platform, the Ministry of Defense of Ukraine announced a simplified procurement of food products for the Ukrainian army. In one of the areas, a lot was put up for the purchase of food.

One participating company that competed for this lot has not carried out any financial or economic activity at all since 2016, its bank accounts were closed, and there were no documents confirming the qualification criteria. In addition, among the participants in the lots, the company had the highest price offers. Therefore, the Ministry rejected the company's price proposal to participate in the tender. In response, the company filed a lawsuit and blocked the process of determining the winners.

According to the MoU, such activity indicates that the company took part in the tender with the aim of disrupting the process of timely supply of the first quarter of 2024.

The Ministry of Defense has already contacted law enforcement officers with a statement about a criminal offense committed under Part 1 of Art. 114-1 of the Criminal Code of Ukraine (obstruction of the legitimate activities of the Armed Forces of Ukraine and other military formations).

“Purchases for food at the Ministry of Defense are open. Any company can submit proposals, but may not download all the necessary supporting documents. After the auction, we review the documents of the participants; if they do not meet the qualification requirements, such participant is rejected. There have already been cases when individual companies abused the principles of openness and resorted to manipulation of Ukrainian legislation. However, such lawsuits were not successful. I note that the Ministry will react firmly, within the framework of the law, to such attempts to attack public procurement for the needs of the Armed Forces of Ukraine,” noted Dmitry Klimenkov, Deputy Minister of Defense.
