On July 25, the Capital Construction Department of the Poltava City Executive Committee, based on the results of a tender, ordered Dobrobud-Invest LLC to build a shelter on the territory of gymnasium No. 25 for UAH 44.69 million.

Recently, the Education Department of the Goloseevsk Regional State Administration in Kyiv ordered MB-50 mastic for the construction of a shelter at a school at 50,356 UAH/t, which is almost half the price of Poltava.
Soprema Flagon BSL PVC membrane 1.5 mm thick was ordered for 660 UAH/sq. m. The Alternative company sells this for 387 UAH/sq. m, which is 41% cheaper, and “SV Pokrivlya” for 350 UAH/sq. m, which is almost half the price.
Ceresite CN72 was priced at 81 UAH/kg. The manufacturer Henkel Bautechnik and the Poltava construction center Krait sell it for 56 UAH/kg, which is 31% cheaper.

In 2022, law enforcement officers opened criminal proceedings at the house of the Poltava Noble Assembly regarding the probable embezzlement of budget funds by the Capital Construction Department together with Dobrobud-Invest. The investigation revealed false data in the work completion certificates, which resulted in a waste of the budget. In September 2022, the Dobrobud-Invest office was searched and documents were seized. The investigation is ongoing.
Based on the results of the audit of the financial and economic activities of the Capital Construction Department for 2020-2022, auditors established losses of UAH 8 million. In particular, 1.15 million UAH of material damage was caused due to the fact that the UKS, with violations, included Dobrobud-Invest in the acts of f.KB-2v of material and technical resources, the cost of which is not documented. The findings of state auditors are being challenged in court.
On March 2, 2023, the mayor of Poltava, Alexander Mamai, was sentenced to five years in prison with a probationary period of one year. This is in the case of the employment of his housewives at a utility company. Now he wants to be reinstated in his position through the court. His statement of claim was registered by the Poltava District Administrative Court on April 17, 2024.
