It was established that the five suspects clearly distributed roles among themselves, establishing corruption schemes to avoid mobilization. To force those liable for military service to pay, they even resorted to threats, beatings and kidnappings. During the investigation, police collected new evidence of illegal activities committed as part of an organized criminal group.
Law enforcement officers established that the head of the local TCC organized the corruption scheme. Four more people were involved in the case, three of them were employees of the acquisition center, and another was a former military man.
Members of the organized crime group demanded and received undue benefits for resolving issues in order to avoid mobilization by those liable for military service: failure to pass the Military Military Commission, updating military data, obtaining a deferment from military service. The monthly “earnings” of the attackers ranged from $100,000 to $150,000. The organizer and assistants divided the proceeds among themselves. The size of the “salary” depended on the tasks completed.
Earlier, the police announced suspicion to the head of the corruption scheme during a meeting with the leaders of the TCC and the joint venture, which took place in the Ternopil regional military administration.
On July 24, after the suspicion was announced, the court chose preventive measures for the defendants with the right to post bail in the amount of 242 thousand hryvnia, and they took advantage of this opportunity. However, investigators and criminal police officers did not stop working, and during the pre-trial investigation they established new details in this case.
According to Andrey Tkachik, deputy head of the GUNP in the Ternopil region, there are now six people known who, according to the law, were not subject to mobilization. However, the suspects also threatened and intimidated them, demanding money.
“The police appeal to citizens who have suffered from these persons, contact the State Police Department or the territorial police units at your place of residence so that we can establish an objective number of victims. I am sure that there will be many more of them,” notes Andrei Tkachik.
Among the victims is a resident of the Chertkovsky district. The man was not subject to conscription during mobilization because he is the father of four children, three of whom are minors. He says that at night, people in uniform burst into his house, started kicking him in the body, and then dragged him out of the room and took him to an unknown direction.
“I argued and said that they had no right to take me away, because I have four children. They started beating again and digging with their feet. The next day I was taken to the bus stop. It turned out that a ransom was paid for me. My relatives collected the money and paid 30 thousand hryvnia for me,” the victim said.
After a trip with TCC and SP workers, the man was diagnosed with broken ribs and other injuries. The Ternopil Regional TCC SP assures that they will in every possible way assist and assist law enforcement agencies in exposing workers who discredit the rank of the military.
Police investigators declared suspicions on the organizer and four accomplices on grounds of criminal offenses under Part 3 of Art. 369-2 (acceptance of an offer, promise or obtaining unlawful benefits), Part 3 of Art. 368 (acceptance of an offer, promise or receipt of unlawful benefit on a large scale), parts 2, 3 of Art. 27 hours 3 tbsp. 28 hours 3 tbsp. 368, part 3 art. 146 (illegal deprivation of liberty of a person, accompanied by causing him physical suffering, committed for mercenary reasons by an organized group), parts 2, 3 of Art. 27 hours 3 tbsp. 28 hours 1 tbsp. 122 (intentional moderate bodily injury) of the Criminal Code of Ukraine.
