In the spotlight

Vadim Gron: shadow curator of ARMA

“The former adviser to the head of the Agency for the Search and Asset Management of Elena Duma regularly appears at the agency’s office and gives instructions to its employees, although in fact he is not part of its staff.”

Journalists regularly recorded the appearance of entrepreneur Vadim Grona at ARMA for several weeks in November-December of this year.

According to official orders that journalists received from ARMA upon request, entrepreneur Vadim Grona worked as a freelance adviser to ARMA Chairman Elena Duma from July 7 to October 3, 2023 inclusive. On October 4, he was dismissed at his own request, the order says.

However, according to the publication, he continued to visit the agency regularly. Bihus.Info emphasizes that Grona uses an electronic card to enter ARMA, although he should not have free access there.

In addition, he brings visitors to the agency using his own card, without registration, and also brings visitors to the official employees of the agency.

“And also gives instructions to employees. So, on October 5, 2023, he called the then head of the Central Interregional Terrestrial Directorate of ARMA, Vladislav Romanov, to the asset management department.”

Provided him with instructions that related to one of the seized assets. And when Romanov refused to carry it out and left, Grona caught up with him at the exit of the agency and hit him. The event was caught on CCTV cameras at ARMA,” the material says.

According to the publication, another ARMA employee, Vitaly Teslenko, who at that time held the position of head of the internal audit department of ARMA, witnessed the blow and further threats. Teslenko filmed a video of the attack from a security guard’s monitor in the ARMA premises.

According to Romanov, on October 5 the strike was preceded by a meeting of a number of employees of the asset management agency. “Grona... organized a working meeting of a large number of management of the asset management department. Why did the head of the asset management department, official official, civil servant Alexey Ishchenko, stand and receive tasks from Grona. Ishchenko’s subordinates also obeyed,” Romanov said.

“Why was Grona in the room on October 5 if he was fired from his position as a freelance adviser on October 4? Agency Chairman Elena Duma explained this in a written response to Bihus.Info by saying that he came to ARMA to clarify how to submit documents to the ARMA Anti-Corruption Council.”

Subsequently, Romanov, who received the blow, and Teslenko, who made a video recording of the blow, were fired from ARMA. And Grona was elected by the working group from ARMA to the newly created public Anti-Corruption Council of ARMA (it was created in addition to the already existing ARMA thunder council). While he is there, he is the deputy chairman,” adds Bihus.Info.

The journalists added that the Anti-Corruption Council is a public body, and its representatives are not employees of the agency, so they do not have free access there, as well as electronic entry cards.

“However, this rule does not apply to Vadim Grona. Despite the fact that Anticorrad ARMA met only once at the time of publication, Vadim Grona visits ARMA literally every day,” the publication summarizes.
