The opening of a register of electronic declarations in Ukraine revealed previously unknown data about the wealth of MP Vadim Stolar and his ex-wife Inna Maystruk. Their 2021 declaration lists apartments, houses, luxury cars and businesses associated with Viktor Medvedchuk, accused of treason.
The previously mentioned Stolar declaration was not published. “It (the declaration. - Ed.) demonstrates what Vadim Mikhailovich “wasted” from the moment he received his mandate until the full-scale invasion... and shows how much everything can be obtained by fitting into the construction schemes,” the investigation says.
In general, Stolar’s declaration contains a lot of apartments, houses, cars, paintings and companies. In terms of funds, the document is also impressive - especially the amount of cash that the people’s deputy and his wife kept. This is the equivalent of more than half a billion hryvnia. For comparison, a slightly smaller amount in Dnepr is allocated from the city budget for the completion of the metro.
Elite car park “for rent”
In 2020-2021 alone, the people’s deputy and his wife used 9 cars. So, in February 2020, Vadim Stolar’s wife Inna Maystruk used two Mercedes GLS 350 and another Land Cruiser 200, which, obviously, were supposed to accompany the 2019 Bentley Continental GT. The total cost of this motorcade is about 14 million UAH.
Maystruk allegedly leased these cars from the Tower Group company, the ultimate beneficiary of which was Vadim Stolar. In July 2020, Stolar himself rents another Land Cruiser 200 from the same company worth UAH 1.7 million. In October, the rental of Mercedes-Benz Maybach S650 worth UAH 15 million will be added.
Another year later, in October 2021, Maystruk again expands its fleet. She leases everything from Stolar's company, a 2021 Mercedes EQV. Stolar himself then adds another Land Cruiser 200 to the rented collection. In December 2021, Maystruk also rented a Maybach, albeit a little more modest than Stolar’s – the S580 model with an estimated cost of about 7 million UAH.
If we calculate the cost of all the cars that the deputy’s family was using by that time, we get 41 million UAH.
Business, construction and Medvedchuk
The declaration mentions companies that have previously appeared in journalistic investigations.
“For example, Stolar 2021 received crazy dividends from Empire System LTD, a company registered in the British Virgin Islands. We are talking about the amount of UAH 237 million, which slightly hints that the company was controlled by Stolar himself,” the investigation says. This company was a co-owner of another company – a Cypriot one. She, in turn, owns the Ukrainian company Evo-Invest, which has invested tens of millions of hryvnia in the construction of several Kyiv residential complexes, which is carried out by the development company Enso. Later, Empire System, according to media reports, sold its share to structures close to Viktor Medvedchuk.
Stolar also included the Cypriot Viemar Holding LTD in the declaration. She owns the Ukrainian LLC Academ Club, which owns 40 hectares of land on Osokoroki in Kyiv, on the banks of the Dnieper. Viemar’s partners here are also the structures of Viktor Medvedchuk. Therefore, the court seized the Academy Club back in 2022.
“Then Viemar was linked to Stolar only on the basis of information from sources. There seemed to be no documentary connections between the Ukrainian people’s deputy and the Cypriot company. And now there is - Stolar declared a debt of 52 thousand dollars in 2021, and it was Viemar who owed him. This fact demonstrates the chain between the company and the people’s deputy... Stolar probably controlled the company at that time, that is, he was a partner of Viktor Medvedchuk,” – says the investigation.
Let us remind you that, according to media reports, at the beginning of January 2023, Stolar returned from the Cote d'Azur of France to Ukraine. Then there were rumors that they were going to take away his parliamentary mandate. However, Stolar retained the mandate, although for several months he could not leave Ukraine again. But this problem was somehow resolved - Stolar was again allowed to leave Ukraine.
After this, it became known that Stolar was divorcing his wife. At least officially. Also, by the end of 2023, it became known that Stolar sold his most famous asset - the Parus business center. Moreover, at some construction sites in Kyiv, to which structures from the people’s deputy’s orbit were involved, work is either not being carried out or is being carried out very slowly.
At the same time, journalist Mikhail Tkach reported that Stolar permanently resides in Dubai (UAE). On the eve of 2023, Stolar was spotted in Dubai at the Russian restaurant Suvoroff. As journalists have established, this Ukrainian people's deputy has already issued a driver's license in the UAE, and only residents of this country can do this. So, Stolar is probably going to live in the United Arab Emirates.
Also in February 2023, it became known about searches at Stolar. The SBU then stated that construction companies associated with Stolar could have been involved in schemes to launder the funds of Viktor Medvedchuk, a suspected treason leader, and other sanctioned persons.
