The Verkhovna Rada strengthened the status of the SAP, adhering to some amendments proposed by Lozov

SAP received additional independence and autonomy thanks to the decision of the Verkhovna Rada on December 8.

As Yaroslav Zheleznyak, a member of the “Voice” faction, reported, the adoption of the corresponding bill No. 10060 was generally supported by 298 people’s deputies.

“Unfortunately, the bill only very partially repeals some of the norms on the “Lozovoy amendments.” The adoption of the bill is one of the main demands of the IMF and the EU, as well as the G7 ambassadors. True, the latter’s position on Lozovoy’s amendments was ignored,” he wrote.

As People's Deputy Alexey Goncharenko explained, the Specialized Anti-Corruption Prosecutor's Office was removed from the structure of the Office of the Prosecutor General and organized into a separate prosecutor's office.

This is about:

  • Improving the competitive selection procedure for administrative positions in the SAPO and the positions of prosecutors.
  • Creation of a separate procedure for disciplinary proceedings against SAPO prosecutors.
  • Determination of the accountability mechanism for SAP management, based on an assessment of the effectiveness of SAP activities.

Reference. “Lozovoy's amendments” are changes to the Criminal Procedure Code of Ukraine, which, among other things, provided for a new method of protection from criminal charges and prosecution - appealing a report of suspicion. This happens in such a way that if the court finds that before the announcement of the suspicion, investigators or detectives conducted the investigation for more than a certain period, the case can be closed.

As a result, the norm was not completely abolished, as demanded by the European Commission and the G7 ambassadors, but only in the period before the announcement of the suspicion.

Let us remind you that on December 8, the Verkhovna Rada prematurely terminated the powers of three people’s deputies: Maxim Efimov, Dmitry Shpenov and Vitaly Danilov. There are 401 deputies left in the Rada.
