Born on June 3, 1981 in Belgorod-Dnestrovsky, Odessa region

From 1998 to 2003 he studied at Odessa National University. Mechnikov to the Faculty of International Economic Relations

He was the executive director of the agro-industrial association “Ukrnasinservice” and the head of the tourism department of the department of youth policy and tourism of the Odessa City Council.

In 2006, he ran for the Verkhovna Rada of the 6th convocation from BYuT, number 154 on the list.

From 2006 to 2010 – head of the Odessa regional organization of the party VO “Fatherland”.

In 2006 – 2007 – deputy of the Odessa Regional Council of the 5th convocation, head of the BYuT faction.

From 2007 to 2012 - People's Deputy of the 6th convocation from the Yulia Tymoshenko Bloc (No. 154 on the list). On March 3, 2010, he voted for the resignation of the government of Yulia Tymoshenko and the entire government, subsequently left the BYuT faction and in 2011 became a member of the Party of Regions faction.

In 2012, he was elected as a deputy of the Verkhovna Rada of the 7th convocation from the Party of Regions in electoral district No. 141.

On January 16, 2014, he voted for “dictatorial laws” - a package of anti-democratic laws that significantly limited the rights of citizens and freedom of speech.

On March 4, 2014, he left the Party of Regions faction.

In 2019, he ran for the Verkhovna Rada of the 9th convocation in the 141st constituency (Odessa region) as a non-party self-nominated candidate.

Since 2020 – Chairman of the Odessa Regional Council of the 1st convocation.

In 2019, he ran for the fourth time in the Verkhovna Rada in the 141st constituency of the Odessa region as a non-party self-nominated candidate, but lost to the Servant of the People Alexander Tkachenko. At first he was a “Batkivshchina member”, then a “regional” member, moving after leaving the Party of Regions to the “Vozrozhdenie” deputy group. In general, his entire political career can be described with the words: “I am always in one party - the party in power,” and this “political bun,” at least this is the impression from his biography, is ready to change teams, adjust public interests to his own, even if We are talking about government ones.

His work in parliament as a whole can be characterized by button mashing, absenteeism from committee meetings in the Verkhovna Rada, and a fat stigma that, in the end, does not prevent him from continuing his dirty political path - voting for dictatorial laws on January 16, 2014. Well, even a small thing: having an apartment in Kyiv, he received compensation for housing.

Bessarabian defector

On March 3, 2010, he voted for the resignation of the Tymoshenko government and the entire government, subsequently left the BYuT faction and in 2011 became a member of the Party of Regions faction, of which he was a member until the last and left it only when no future prospects were visible.

But if someone suddenly thought that this was a fundamental decision for the hereditary deputy Barvinenko Jr., then no. Back in December 2013, he wrote: “I heard that a certain Katerynchuk declared himself the revolutionary commandant of Kyiv, in which case I declare him the counter-revolutionary commandant of Bessarabia!”

According to information from the Ukrainian special services, in April 2015, the Russians planned to seize the south of the Odessa region and proclaim the so-called “Bessarabian People's Republic”. To do this, they needed to blow up bridges across the Dniester and the Dniester estuary. The SBU carried out a swift operation and transferred a combat group from Kramatorsk to the Odessa region. Then the “little green men” were supposed to come from Transnistria.

The then MP Mustafa Nayem said: “This is a member of the parliamentary group “Revival” and the law enforcement committee Vitaly Barvinenko.” However, Barvinenko denied the statement of his parliamentary colleague and called it “unfounded fabrications.”

The arrest of his assistant Elena Glishchinskaya during Barvinenko’s tenure in the Verkhovna Rada in 2015 for treason, who a year later Russia exchanged for two Ukrainian prisoners of war, became blatant.

And at this moment, it would seem, he should have been imprisoned for high treason, and never in his life should the Odessa region have seen him again as a people's choice - neither local, nor even more so all-Ukrainian. But it didn’t happen as expected. He hushed up this matter, being a member of the law enforcement committee of the Verkhovna Rada, served until the end of his parliamentary powers, especially at that time having parliamentary immunity, and already in 2019 he ran for the Rada in district No. 141, but lost devastatingly to “Servant of the People” Alexander Tkachenko.

Time to “think”

Then, it would seem, he was unlucky, because the “green electoral revolution” swept him off the political map - but no. Gennady Trukhanov took him under his warm mayoral wing, making him his advisor. Then the talk was about his further promotion to Trukhanov’s deputy and supposedly everything had already been agreed upon, it was necessary to wait a little.

But after the parliamentary elections of 2019, elections to local councils began in 2020 and this was the turning point year when new district councils were created locally with a core in regional centers. Simply put, the Odessa district was created, he became a deputy of the district council from Trukhanov’s “Trust in Deeds” and immediately at the first session, by a majority vote, he was elected head of the newly created Odessa district administration.

Lull

Since taking office as chairman of the Odessa R(V)A, ex-People's Deputy Barvinenko seems to have been forgotten a little. In general, one gets the impression that he had such an idea: to simply sit out somewhere in an bureaucratic position - seemingly in business, but temporarily out of focus.

After the start of the full-scale invasion of Orcs in Ukraine, he, being a fairly experienced politician, began to “correctly” run his own page on social networks in a patriotic vein: he reposts the results of the shelling, openly calling the missiles Russian, and publishes photos from pro-Ukrainian events with his own participation. These are events that, for the most part, no one obliges to attend, but citizens actually pay for all these flowers and gifts from the state budget. Sometimes Barvinenko Jr. does not deny himself the pleasure of hinting at criticism of the central government, ridiculing certain political events with his “comments.” Well, of course, there are a lot of horses - in pictures, sculptures, paintings and the like. Horses are Barvinenko’s expensive hobby, which he is proud of and does not forget to tell the whole world about it, that is, his subscribers.

Vote buying that didn't help

For 12 “deputy years,” Vitaly Barvinenko was remembered for nothing, so he was going to once again sow his patrimony (141st district of the Odessa region) with buckwheat, money and whatever else, but he lost the last parliamentary elections of 2019 miserably, despite numerous fixations vote buying. On the eve of the all-Ukrainian vote, searches took place at the headquarters of the ex-people's deputy. Then the police said that he organized a “network” to bribe voters, and attracted agitators to the “work” who offered people from 1,000 to 1,500 thousand hryvnia per vote.

New rumors about Barvinenko

Since March 2023, there have been rumors that Vitaly Barvinenko is again under the watchful eye of “specialists.” In particular, this may be due to the recent detention of the pro-Russian assistant to the “Shari” deputy in the Odessa district council, Denis Safonov, who was caught assisting the Rashists. In particular, he transmitted coordinates to the aggressor for attacks on Odessa, tracked the locations and movements of Ukrainian air defense units, and reported on the consequences of “arrivals” of missiles and attacks by kamikaze drones. “In a narrow circle they say that Safonov and Barvinenko are not just acquaintances,” is how the media characterize their relationship. By the way, Safronov’s wife is also a traitor and is now somewhere in Russia, also working for an enemy game for a fixed monthly payment.

Another rumor is related to the fact that Barvinenko is suspected that he has not forgotten about the position in the Odessa city council and it is quite likely that he may apply for the position, for example, of the vice mayor of Odessa.

For now these are rumors, but it seems quite logical: Trukhanov’s first deputy, Sergei Tetyukhin, has already written a statement of his own free will and will go to the Armed Forces of Ukraine. Instead of himself, he brought to the City Council another deputy of Trukhanov, Valery Silin, whom they knew from their work at the Pivdenny bank. At the same time, before this, another deputy of Trukhanov, Dmitry Zheman, who was responsible for housing and communal services, left the City Council. He will now try himself as deputy of the Odessa R(V)A. Here, in fact, we have such fun reshuffles in the Odessa city and district councils, which Vitaly Barvinenko can quite likely take advantage of in order to improve his political and financial position.
