Vladimir Artyukh. Zelensky's wedding "generals"

Vladimir Zelensky as a politician was destroyed primarily by his insane personnel policy. In April of this year, a certain Vladimir Artyukh was appointed to the post of chairman of the Sumy OVA. Grandfather of 1958, a lieutenant general. And already in October, a scandal broke out in the Krasnopol community of the Sumy region. Local authorities purchased luxury SUVs. This is during a war and in an area that suffers daily from shelling, whose territory is constantly being invaded by enemy DRGs, and the population has nothing to eat and no idea how to survive the coming winter. During the journalistic investigation, Krasnopol leaders openly stated that they received the command to purchase luxury cars from... Vladimir Artyukh.

It must be said that after the appointment of Artyukh as head of the Sumy OVA, a lot of laudatory articles appeared in the press about what a cool general would now lead the security and life support of the region. Three higher educations, three orders of merit, and so on. Here is the text of one of these articles.

What is known about Vladimir Artyukh

The new head of the Sumy OVA was born in May 1958 in Blagoveshchensk, Amur Region of Russia, into the family of a military man. He graduated from more than one educational institution. Thus, he received his education in:

  • Kharkov Higher Military Aviation Command School of Communications,
  • Gagarin Air Force Academy,
  • National Defense Academy of Ukraine.
  • He also received a Master of State Military Administration qualification and in 2010 became a Candidate of Military Sciences.

In the Armed Forces of Ukraine, Vladimir Artyukh served in command and staff positions from platoon commander to deputy chief of the General Staff of the Armed Forces of Ukraine, which he became in 2009. Thus, Vladimir Nikolaevich served in the Northern Group of Forces as a commander of a radio relay platoon - head of a radio relay station, commander of a radio relay and cable company and deputy commander of a separate radio battalion.

When he graduated from the Air Force Academy in 1988, he continued to serve in the troops of the Far Eastern District as commander of a separate communications battalion, chief of communications and radio technical support of a fighter aviation division.

In the command of the Air Force of the Armed Forces of Ukraine he served in the positions of senior officer of the technical support group, head of the combat training group, head of the operations department, deputy head of the organizational and mobilization department of the headquarters, head of the organizational and mobilization department - deputy chief of staff.

In total, he devoted 37 years to the armed forces and during his career he rose to the rank of lieutenant general.

He also previously worked as the head of the Podolsk branch of the state enterprise “Ukrainian State Radio Frequency Center”, and then as an adviser to the Head of the Vinnytsia Regional Military Administration.

Vladimir Artyukh also had political ambitions. So, in 2020, the military man ran for the Vinnytsia City Council from the “Ukrainian Party of Honor, the fight against corruption and organized crime.” However, he did not win the elections then.

Numerous military awards

Vladimir Artyukh was awarded the Order of Merit, III and II classes, distinctions of the Ministry of Defense of Ukraine “Badge of Honor”, ​​“Personal Firearm”, “Valor and Honor”, ​​9 medals and honorary badges.

On the Independence Day of Ukraine 2022, the President of Ukraine personally awarded Vladimir Artyukh with the Order of Merit, 1st degree. So the military man is a full holder of the Order of Servants - awarded all degrees of the order.

Then the head of the OVA region Sergei Borzov noted that “Vladimir Nikolaevich did a lot to form the defense forces of the Vinnytsia region.”

It sounds nice, of course, but we were not impressed. There is too much Russia in the biography, and the career path... that’s it. Typical staff career without any special achievements. But it became interesting about political ambitions. What kind of party is this with the extremely stupid name “Ukrainian Party of Honor, Fight against Corruption and Organized Crime”? Funny? It seems to have a simpler name. It turned out that the batch was old. In 2006, the Central Election Commission refused to register it “due to the fact that the minimum number of candidates was less than the minimum 18 people allowed by law.” In 2021, the court canceled the registration of this party due to its... absence. But the game was quite interesting. Its leader was a certain Alexander Davydenko, a cop from Dnepr, one of Victor Pinchuk’s servants, who also led a certain International Association of Officers of Special Units for Combating Organized Crime “CENTER”.

The organization is also interesting. When you search the Internet for this “association,” you end up on the page of a certain Center-Air Bridge Airlines.

The International Association of Officers of Special Units for Combating Organized Crime "CENTER" was created on April 22, 2000. and registered by the Ministry of Justice of Ukraine on May 12, 2000, certificate No. 1422.

According to clause 1.1. Charter The Association is an international public organization established by citizens of Ukraine together with foreign citizens to satisfy and protect their social, economic and other common interests.

The main objectives of the Association “CENTER” are:

  • Social protection of veterans and active special forces personnel, their adaptation to new economic conditions after the end of service, assistance to their families, as well as the families of deceased employees;
  • Financial, logistical and intellectual assistance to special forces;
  • Analytical work to study the current state of organized crime, participation in the development of measures to ensure legislative support for the fight against it.

In order to ensure financing of its statutory activities, the CENTER association and its regional branches have established a number of enterprises, the nature of whose activities are closely linked to the economic characteristics of the regions. Enterprises operate in the areas of production of industrial products, processing of raw materials, transportation of goods (air, rail and road transport), carrying out trade operations, tourism, pharmacology, and ensuring business security.

Branches and branches of the Association are registered with the justice authorities of all regions of Ukraine and in the Republic of Belarus. Initiative groups are working to create representative offices of the Association in Russia, Moldova, and in foreign countries.

Membership in the Association can be individual or collective.

According to the Regulations on Membership in the International Association "CENTER", individual members can be veterans and active employees of special forces, as well as other services.

Collective members of the Association may be groups of enterprises, institutions, organizations, as well as associations of citizens that support the statutory objectives of the Association and assist in their implementation.

The CENTER Association carries out its activities in accordance with the Constitution of Ukraine, the Law of Ukraine “On the Association of Citizens”, other acts of Ukrainian legislation, and the laws of the states in whose territory its branches, representative offices and branches are created.

The CENTER Association interacts on an ongoing basis with the following similar organizations:

  • International Association of Veterans of Anti-Terror Units "Alpha"
  • League of Veterans of the Fight against Organized Crime of the Ministry of Internal Affairs of Russia
  • Latvian Federation of Detectives and Security Services
  • Ukrainian Union of Afghanistan Veterans.

Actually, “Naum” brought Artyukh to Zelensky, presenting him as a “military general” and “our man.” And this was enough for an appointment to the warring Sumy region.
