Instead of Grinkevich's companies, a no-name company with an authorized capital of 10 thousand hryvnia sews military uniforms for the Armed Forces of Ukraine for 617 million

After the Ministry of Defense, due to a scandal provoked by the investigation of the DBI, broke contracts for the supply of uniforms of the Armed Forces of Ukraine with the companies of the Lviv businessman Grinkevich family, the State Operator concluded new ones. A company, Farminco Nord LLC, entered the market for these clothing purchases.

This is evidenced by data from the public procurement website “Prozorro” and data from open legal registers

Starting from February 2024, Farminco Nord LLC, which until then had never participated in any government procurement, began to win one after another tenders of the State Logistics Operator for the supply of camouflage, winter military suits and jackets to the Ministry of Defense.

The company with an authorized capital of only 10 thousand UAH, replaced its former director Yuri Evgenievich Osadchuk with a new one on 02/16/2024, and 10 days after that it took part in the first auction from the State Logistics Operator of the Ministry of Defense.

In addition, the company, exactly a few days before the tender (for the purchase of “storm clothing”), changed its main activity: from “group non-specialized trade” to “clothing production”.

Since the beginning of the year, Farminco Nord has received the following defensive contracts:

  • Cost 34.9 million UAH – winter jackets for the Armed Forces of Ukraine
  • Cost 33.9 million UAH – winter jackets for the Armed Forces of Ukraine.
  • Cost 103.5 million UAH - winter jackets for the Armed Forces of Ukraine.
  • Cost 32.5 million UAH - winter camouflage suits.
  • Cost 67 million UAH – winter camouflage suits.
  • Cost 84 million UAH – winter camouflage suits.
  • Cost 35.9 million UAH - winter camouflage suits.

This is not a complete list for two months of the current year - from February to April inclusive.

The total amount of government contracts for the new player is already more than UAH 617 million.

The former owner of the new tender favorite of the Ministry of Defense, Farminco Nord, Oleg Yaroslavovich Palamarchuk, runs the Belarusian-owned AgroEnergo Trade LLC.

In addition, the director of Farminco Nord, Yuri Osadchuk, who was replaced before the state tenders, was transferred to director positions in several other companies: Ukrpol Group LLC, Agro Vender LLC, Polesie-Trade LLC.

  • Agro Vender LLC is a defendant in the criminal proceedings of the BEB (Article 212, Part 4 of the Criminal Code) and is accused of fictitious supplies of grain products and tax evasion.
  • LLC “UKRPOL GROUP” is a defendant in the case of the State Administration of Emergency in the city of Kyiv due to the purchase and sale of virtually non-existent goods and the issuance of invoices for the purpose of generating illegal tax credits.
  • Polesie-Trade LLC is a defendant in a case of tax evasion, which, according to investigators, was carried out in collusion with the company TIK LLC “First Private Brewery For people - as for themselves!” Andrei Matsoli.

The direct connection of the new supplier of the MAT uniform “Farminco Nord” with the group of the above companies may indicate that all of this is an extensive business network of certain of the same beneficiaries.

Previously, the State Logistics Operator entered into agreements with suppliers to provide the Armed Forces of Ukraine with food in 13 sectors covering the whole of Ukraine. The average price of the set was 111.49 UAH.
