Water in a village near Chernobaevka will be repaired for 189 million. Pipes remain expensive

In the Kherson region, Agro Construction LLC won a tender for the reconstruction of the water supply system in the village of Posad-Pokrovskoye, Chernobaevsky village council for UAH 189 million.

By the end of 2023, the company must develop design and estimate documentation for the “Detailed Documentation” stage and receive a positive expert report. The reconstruction of the Posad-Pokrovsky water supply system itself should be completed before the end of 2024. More than half of the contract price was allocated for the cost of material resources – UAH 112 million.

In the final list of resources, water pipes RE 100 SDR 13.6 with a diameter of 25x2 mm were taken into account at 21.67 UAH/m (hereinafter, prices include VAT). The manufacturer Trubpolymergroup sells them for 13.22 UAH/m, which is 64% cheaper, and the All Electro website sells them for 16.28 UAH/m, which is 33% cheaper.

The remaining three water pipes are one and a half times more expensive than Trubpolymergroup prices and a third more expensive than All Electro prices. More detailed information about them is given in the table below.

Reinforced concrete rings KS 15.9 series 3.900.1-14 issue 1 for the amount of 6.41 million UAH were taken into account at 2619 UAH. The capital's Kuznechnaya group sells them for UAH 1,926, which is 36% cheaper.

If these prices are not reduced at the stage of examination of design estimates, then the possible total overpayment for pipes and rings could amount to UAH 7.6 million. With this money you can buy 700 infantry combat helmets in the boltless PASGT design.

According to the explanatory note in the estimate, the average monthly salary of a worker for a job category of 3.8 is UAH 12,558. According to the Pension Fund, the average salary for calculating pensions in Ukraine is UAH 14,518. According to the job search portal “Work.ua”, the average salary for vacancies in Kherson is 21,500 UAH.

The competitors were European Road Construction Company LLC, Megastroy-BK LLC, Spets Stroy Development LLC and Nikoprogresstroi LLC. Formal savings amounted to 11%.

The restoration service in the Kherson region is headed by Nikolai Savchenko, and the authorized person is Nadezhda Funtova.

Created in 2016, Kiev-based Agro Construction, with an authorized capital of 10 thousand UAH, belongs to directors Arthur Stasiuk and Denis Pogrebnyak from Kharkov. In August 2022, the Department of Regional Development of the Kyiv Regional State Administration, without bidding, ordered the company to restore ten houses in Irpen in the amount of 4.1 million. It did not work in the Kyiv region until 2022.

In total, since 2017, the winner has tendered UAH 599 million, most of all from customs.
