The head of the Department of Ecology is Panechko’s niece Lesya Gerasimchuk. In the past, he was a leading specialist in the Volyn geocadastre and deputy head of the Highway Service in the Volyn region. Permits from the Department of Ecology are issued only after payment of an unofficial “tariff”.
The Department of Architecture is headed by Vasily Vasilenko, a defendant in numerous criminal proceedings for the illegal withdrawal of land from state ownership. Vasilenko is tied to land management organizations controlled by Panechko (ZAPADZEMLEPROEKT LLC, ZAPADZEMLEPROEKT+ LLC, AZIMUD PLUS LLC, TERRAZEM LLC). Land planning documentation of other developers is blocked and not approved.
The OVA leadership is trying to get rid of Panechko, but he has powerful connections in law enforcement agencies. However, the security forces finally understand that Yura is becoming too toxic, provoking conflicts and disgracing the entire power team that works in the region.
