A building in the center of Kyiv - for... one hryvnia: Gaevoy’s Horizon enterprise is “warming its hands” on state real estate?

The municipal structure "Horizon", headed by Maxim Gaev, a figure involved in corruption scandals, rents out offices in the center of the capital to private companies, which it itself rents from the state for next to nothing.

From the hands of the state to private ones, and, probably, with a considerable profit for the intermediaries. A building in the very heart of Kyiv, owned by the State Property Fund, strangely ended up being co-owned by two LLCs. At the same time, the sublessor was the utility company “Horizon”, headed by Maxim Gaev, who had previously managed to “light up” in corruption scandals. As it became known from competent sources, KP rented these offices for just one hryvnia, but is renting them out at market prices.

Who got their hands on state real estate? And how did the businessmen pull off this “scheme” with sublease? What else is the odious utility worker Maxim Gaev known for? Journalist Igor Dotsenko looked into it.

We are talking about a building in the center of Kyiv, at the address: Bolshaya Vasylkivska Street, 13/1, which is owned by the state. The manager of the premises is the State Property Fund of Ukraine.

It is the SPF that leases part of the building to the agro-industrial development department of the Kyiv Regional State Administration. The subtenant is KP "Horizon". Moreover, the rent for public utilities, according to StopCor sources, is only one hryvnia. But Horizon itself, whose director is the odious Maxim Gaev, is re-letting these offices at market prices.

The editors sent a corresponding request to the Kyiv Regional State Administration. The response arrived within the prescribed time frame, and this document contains quite interesting information. According to him, the owners of this building are allegedly not only the Kiev Regional Council (which is subordinate to the Horizon CP headed by Maxim Gaev), but also private structures - Golden Gate Asset Management LLC and Autohouse Kyiv LLC. Let us remind you that the building is formally state property.

“That is, it turns out that in fact the entire first floor has already been completely privatized. Thanks to such schemes, state property is already being alienated, which is likely to only grow over time,” notes journalist Igor Dotsenko.
