Housing in Bulgaria, million-dollar cash and the case of “Chinese camouflage”: what is Deputy Commander of the National Guard Belous known for?

There have been personnel rotations in the National Guard, and if three of the appointed deputies have combat experience, the background of the fourth raises certain questions. After all, he managed to appear in the scandalous case of purchasing camouflage fabric from China at an inflated price and purchasing uniforms for the National Guard in Turkey through “intermediaries.”

On November 24, 2023, President of Ukraine Vladimir Zelensky made a number of changes to the leadership of the National Guard. The head of state dismissed four deputy commanders of the National Guard and appointed their new representatives. Three of the appointed deputies have combat experience. And only Alexander Bilous previously worked as head of the logistics department of the Main Directorate of the National Guard of Ukraine.

But it was not for this reason that he came to the attention of analysts, as will be discussed later.

It is worth noting that there is very little information about Alexander Belous in open sources, but we found something interesting for you.

In an interview with the Chernivtsi channel. C4 Belous says that he was born into the family of a tractor driver and a teacher. He graduated from the Kharkov Higher Military School of the National Guard of Ukraine, which he entered in 1990. Married, has two sons, also professional military men. On March 26, 2022, Bilous was promoted to brigadier general.

The case of the Ukrainian camouflage “Predator”

And now about the scandalous episode from Whitebeard’s activities, which is associated with the development and sewing of the “Predator” camouflage. This military protective clothing is a Ukrainian development by SPN - Special Developments LLC, which has excellent camouflage properties.

It was this uniform that received the most orders from the NSU military. But later, videos about the poor quality of camouflage began to spread on the Internet: the fabric easily gets burned and allows moisture to pass through. And here a strange situation opens up. The fabric for sewing the “Predator” was purchased in China through an intermediary company for 210 UAH per meter, although exactly the same fabric was offered by the Cherkasy Silk Mill for 130 UAH. The difference is noticeable at 600 thousand meters.

How did this happen? On June 28, 2023, military unit 3078 from the Kiev region announced its intention to purchase a military uniform. A separate security and support battalion of the Main Directorate of the National Guard of Ukraine announced its plans to purchase combat shirts, winter pants and winter jackets. Since the National Guard has not yet carried out public procurement, these acquisitions took place within the framework of agreements to which various companies were invited.

Unexpectedly, among the three closed purchases, in addition to well-known manufacturers in Ukraine, there appeared a company from the Nikolaev region “Trade-Prim” of the deputy of the Nikolaev regional council Tahir Sadridinov. This company, which existed on the market for only two years and generally specialized in the wholesale trade of vegetables and fruits

And so she, having bypassed the clothing manufacturers MIK LLC, AnVa LLC and OT LLC, received all three orders. And this is not the whole strange situation. As it turned out, two days earlier before the announcement of the purchase of military unit 3078 from the Kyiv region, the Economic Court of the Nikolaev region was considering a case to collect a penalty from the company based on a claim also from the Kyiv military unit.

By the way, fellow journalists from Nikcenter were involved in this investigation. They asked the Sadridinovs to comment on the situation, how the companies they owned got into the closed defense procurement market and where they accepted the form for supplies to the National Guard.

During a conversation with a journalist, Trade-Prim director Alexander Golyan confirmed that their company does not have its own production. They purchased military uniforms from Turkey. He convinces that this form was of higher quality than that offered by Ukrainian manufacturers.

But how did this actually happen and what does Alexander Bilous have to do with it? Therefore, Colonel Artem Shevchuk, then in the position of director of the logistics department - head of the logistics department of the main directorate of the National Guard of Ukraine, invited the owner of the “Predator” patent to provide drawings in a vector image with color coordinates. He motivated this request by the fact that domestic manufacturers do not have the ability to produce this fabric, and therefore will purchase it abroad.

But the company that won the tender was not engaged in tailoring. By the way, the fabric that was imported did not comply with the specifications. Then Artem Shevchuk and Ivan Kuruch, head of the clothing support development service of the clothing support department of the logistics support department of the main directorate of the National Guard of Ukraine, replaced this fabric with the pixel of the Armed Forces of Ukraine and “Predator”.

In December 2022, all demands were signed by representatives of the rear: Alexander Beletsky, Artem Shevchuk, Ivan Kuruch and Alexander Belous. But later Beletsky and Shevchuk resigned.

And therefore, only the signature of Alexander Bilous, deputy commander of the National Guard of Ukraine, remains on the document.

So, it turns out that having their own cool developments such as “Predator”, they are not put into production, but expensive and low-quality fabric is purchased.

What did Alexander Bilous declare?

However, this is not all the interesting stories about Bilous. To learn more about the Deputy Commander of the National Guard, you just need to look at his declaration. And here we see that Bilous declared two apartments and a residential building. He acquired the rights to one of the apartments in 2019, and to the second in 2020 in Bulgaria.

But the most interesting thing is not here. It is worth paying attention to the condition of his wife Skripka Lyudmila Mironovna. The declaration states that she has 5 apartments purchased from 2016 to 2021.

In addition, two unfinished construction projects were also declared to Lyudmila Skripka as a tenant in the Skhidnytsia village council.

As we can see, the deputy commander of the National Guard is far from a poor man, and it is interesting how he made his fortune as a civil servant, working as the head of the logistics department of the Main Directorate of the National Guard of Ukraine.
