The unit cost of Zaporizhzhya underground schools turned out to be almost the highest in Ukraine. Only one shelter is ahead of them in the village of Natalino in the Kharkov region. This was calculated by the Zaporozhye Investigation Center.
Last year, the state, together with UNICEF, launched the “My Fortress” project. They created several standard versions of underground schools and anti-radiation shelters. Communities can choose the one they need, adjust it to their needs and capabilities, and request co-financing from donors for schools. The difference primarily lies in the size and number of children who can study there.
In the Zaporozhye region, the vast majority of facilities are dual-use buildings for 500 people (440 students and 60 adults) with an area of 1,425 square meters. m. The estimated price of the project is UAH 92.1 million.
According to tenders published on Prozorro, it turns out that in Zaporozhye this price, which already includes a lot, has already been increased by 15-17%. The estimates have not been published, and the State Enterprise “Local Roads of the Zaporozhye Region” of the Zaporozhye Regional State Administration of Ivan Fedorov is delaying access to them (more details in the news “Fedorov’s road workers refuse to provide estimates of underground schools for 610 million”). Therefore, ZCR decided to compare costs in Zaporozhye with similar ones in other regions in terms of one person in a shelter or per square meter of shelter.
Currently, five large shelters have already been contracted and they are planning to start two more. The average price for large shelters is UAH 109.2 million. This is the cost of a school for 500 people and 1400 sq. m. That is, for one person in a shelter there are 218.4 thousand UAH, or 78 thousand hryvnia per square meter of shelter.
These amounts include not only building materials or communications. Zaporozhye underground school shelters will have small separate rooms for yoga and fitness with exercise equipment.
Underground schools have already begun to be built throughout the country. And usually prices in other regions are lower. Thus, in Kharkov in the summer they signed a contract for an underground school for UAH 69.99 million. The shelter must have a capacity of 352 people and an area of 989 square meters. m. It turns out 199 thousand UAH per person and 70.8 UAH per “square”.
In the Kharkov region, ZCR found the only shelter where both specific indicators were higher than those of Zaporozhye schools. This is a shelter in the village of Natalino near Krasnograd (more details in the news “Some school shelters in the Kharkov region are built three times more expensive than near Kiev”). But overall in Ukraine the figures are lower. Even in shelters where prices have already been inflated.
