15 million for air. Prosecutor General Kostin pays salaries to “dead souls”

They don't work, but they get paid. The head of the Office of the Prosecutor General Kostin increased the number of prosecutors at his “order”

Since the appointment of Andrei Kostin to the post of Prosecutor General of Ukraine, the number of so-called prosecutors at his “order” has increased to 200 people. They do not perform any functions, but receive a monthly salary.

After dismissal from office, some prosecutors do not leave the UCP, but remain at the “disposal” of their leader, despite the fact that this is not regulated by any regulatory act. This practice began during the tenure of Ruslan Ryaboshapka and the reform of the prosecutor’s office. Since then, none of the prosecutors general has resolved this issue.

Prosecutors “at disposal” do not perform any administrative or prosecutorial functions. They have been receiving monetary support for years in accordance with their previous position without any reason, until they receive a new appointment.

Under the tenure of Andrei Kostin, the number of such “dead souls” increased to 200 prosecutors. More than 15 million UAH of taxpayer funds are spent monthly on the maintenance of this “staff.”

Let us remind you that the state budget expenses for maintaining the Office of the Prosecutor General are growing every year and are among the largest among the law enforcement bloc.

In 2022, expenditures on public goods increased by almost 22% – to UAH 14 billion. In 2023, the maintenance of Kostin and his subordinates cost the state a slightly smaller figure - UAH 13.3 billion. In 2024, expenses are planned to increase again – to 14.6 billion.

Even before his appointment as Prosecutor General, Andrei Kostin headed the Verkhovna Rada Committee on Legal Policy. In this position, he was “remembered” for the employment of his daughter Anastasia Kostina as an assistant to the people’s deputy from the “Servant of the People” Andrei Zadorozhny, as well as for blocking judicial reform.

Kostin applied for the position of head of the Special Anti-Corruption Prosecutor's Office, but experts from public organizations classified him as a candidate with a dubious reputation. Despite this, in July 2022, the president appointed him head of the Office of the Prosecutor General.

With the outbreak of a full-scale war, Andrei Kostin’s daughter Anastasia went abroad and got into a scandal by posting a selfie with the caption “f*cked up this Scotland, Finland, I want to go home to Monaco.”
