The level of supplies to individual military units fell below 50% of requirements

He published an appeal to Zhumadilov from the deputy commander of one of the military units of the 59th brigade, Colonel Alexander Zaichenko, in which he reported that in the first two weeks of April, the level of supplies to his unit was 3% of the need, and the soldiers were fed only from supplies made in advance. The worst situation is with the provision of permanent deployment points.
According to Zaichenko, he repeatedly contacted the DOT, and actually Arsen Zhumadilov, and in response - promises, they say, be patient, it will be better.
The volunteer clarified that suppliers are selected by DOT manually, receive contracts from Zhumadilov with a price higher than at open tenders, an advance payment of 30% and a virtual absence of liability for disruption of deliveries.
“Simple facts of the results of Zhumadilov’s work. Instead of open tenders, there are direct contracts. With a higher price, with suppliers associated with the Grinkevichs. Two weeks ago, Zhumadilov personally assured in an interview with Liga.Net that he had carefully checked the suppliers. And a couple of days later, DOT, like God’s dew, pours into the public’s eyes the statement that one of the five “carefully checked” companies he selected, “Cherkassy Meat Processing Plant,” fulfilled only 25% of the military’s requests, and the second, “Your Bread,” fulfilled only 50% . This means that three-quarters of one supplier's military units and half of another were left without supplies.
And there is not a single resignation letter because of this failure, not a single punishment, not even an apology for the fact that the soldiers were left without food!” - noted Georgy Tuka.
“In the new DOT contracts, an analogue of “Reznikov’s eggs” for 17 UAH has already appeared - bread for 40 UAH, which is supplied by the Cherkassy meat processing plant.”
Tuka says that despite Zhumadilov's claims that all suppliers were carefully checked, most of them do not fulfill their obligations.
“The military officers with whom I spoke report a critical situation with the power supply of the Armed Forces of Ukraine,” notes Georgy Tuka.
“And at this time, in Zaichenko’s unit alone, 800 people in the PPD are half-starved. Think about it, for the third week some of them have been looking for food all over the Vinnytsia region. Supplies made in advance and help from people help out.
So, the “thoroughly checked” supplier failed the deliveries, and DOT, also manually, chose a new one - LLC “Kontrakt Prodrezerv 5”. To begin with, this is not a manufacturer at all, but an intermediary from the “Dnepropetrovsk” group, whose representatives supplied the Ukrainian Armed Forces with products for individual items at a price higher than that of the “creators of eggs at 17” “Active Company”.

“Proreserve Contract 5” receives surprisingly preferential conditions from DOT. The price of the set increases to 118.02 hryvnia, and a fabulous prepayment clause of 30% is prescribed. That is, the supplier will receive UAH 600 million from the state without any obligations in the event of a disruption in supplies. Actually, the example of the Cherkasy meat processing plant shows that there will be no sanctions for failure to fulfill duties. Why DOT made such exclusive conditions for Contract Prodrezerv 5 LLC is a question for law enforcement,” stated the volunteer.
