Igor Grinkevich lives in Lviv, he is a businessman and is engaged in construction. He has a wife named Svetlana and a son named Roman.
This family owns a whole pool of construction companies: Trade Lines Retail LLC, CityGrad Construction Company LLC, Construction Alliance Montazhproekt LLC. They even have a charitable foundation NORE UA
Grinkevich's companies are constantly caught in corruption scandals related to construction tenders.
In 2021, Construction Alliance Montazhproekt was caught committing fraud during the construction of the Shirokiy Lan landfill, and in 2013 there was a story about the reconstruction of the Armenian Cathedral.
But these are old matters, and I remembered them only to understand who we are dealing with.
Now to the point.
At the beginning of 2023, this family-building alliance breaks into the procurement of the Ministry of Defense.
But they broke in not on tenders for the supply of construction materials, but on the supply of clothing for the Armed Forces of Ukraine.
Imagine.
Without a single clothing production facility, not a single sewing machine or specialists, three Grinkevich companies signed 23 agreements with the Ministry of Defense in January-February 2023 for a total amount of UAH 1.54 billion. for the supply of summer clothing and linen. Of course, there were no open procedures or tenders.
And this at the same time when real clothing manufacturers in Ukraine were running and shouting that the Moscow Region was not giving them contracts, but was ordering something unknown from someone unknown.
And indeed, why did the Defense Ministry buy linen for the military from linen manufacturers when it can be purchased from a family of Lviv builders.
Of course, Grinkevich’s companies did not produce anything, they simply bought everything in Turkey for about 40% of the money received from the Ministry of Defense. 60% goes to your pocket, and 40% goes to Turkish purchases.
At the same time, to increase the margin, underwear and clothing were purchased not based on the specifications of contracts, but based on the price. The cheaper the better. Therefore, the quality of the supplied linen and clothing does not meet the conditions of military support. But this is just the beginning of the trash.
It turned out that the companies: Trade Lines Retail, Construction Company CityGrad and Construction Alliance Montazhproekt received money from the Ministry of Defense without the fact of delivery of clothes, using fake acceptance certificates with the right to “delivery” the clothes when they came out.
Summer underwear was ordered by the Ministry of Defense in January-February 2023 with the condition of delivery until May 31, 2023, so that the soldiers would have summer clothes in the summer, but according to one of the contracts of Grinkevich’s companies, the goods were not delivered on time. Summer clothes were delivered in September-October, but under some contracts they have not yet been delivered.
The scheme worked like this:
1. Signing agreements with the Moscow Region.
2. Forgery of goods acceptance and transfer certificates.
3. Payment by the Department of Finance of the Moscow Region of invoices from forged documents.
4. Receiving funds from the Moscow Region.
5. Withdrawal of 60% of funds into shadow circulation.
6. Using 40% of the funds to purchase foreign currency and subsequent settlements with Turkish enterprises for the necessary clothing.
7. Import of clothing to Ukraine.
Of the 1.54 billion received from the Moscow Region, almost 1 billion was withdrawn and used to purchase luxury real estate (apartments, houses, office centers) and cars for family members.
