Why does Mayor Maletsky receive 130 thousand in salary for tenders with a “margin” and an oil refinery for his godfather in Kremenchug?

What scandals related to procurement, changes were made to salaries in the space industry, and what problems arose around the construction of a private oil refinery - all these are characteristic features of the activities of Vitaly Maletsky, the former mayor of Kremenchug?

The city of Kremenchug is one of the famous industrial centers of the Poltava region, which since 2020 has been headed by Vitaly Maletsky. However, all this time, the name of the mayor has been accompanied by scandal after scandal: local residents and journalists accuse the mayor of dubious tenders , unfulfilled promises, and unjustified PR. And for all this, the official receives considerable funds from the budget.

In terms of the number of mentions in the media, probably the loudest scandal in which the mayor of Kremenchug Vitaly Maletsky got involved was the purchase of gaming laptops for the military at an inflated price of 100 thousand hryvnia.

But in reality there were more dubious tenders.

But, as it turned out later, Mr. Vitaly purchased not only laptops with city funds. Six Kvertus anti-drone guns were purchased for 499 thousand UAH, with a market value of 456 thousand UAH. Also, 10 Tactical immortal silencers were ordered for the military at a price of 10,730 per piece, while from the manufacturers they cost 5,800 UAH. They paid 42 thousand for two Lenovo tablets, when in a popular online store the same ones are sold for 35 thousand.

And three DJI MATRICE quadcopters cost the budget the most, for each of which they paid 83.6 thousand UAH more than the market value. So, the journalist suggests, the businessmen probably made a quarter of a million hryvnia on copters alone. It is also worth mentioning the recent purchase of a specialized van for the improvement of Kremenchug for half a million hryvnia, although its market value is much less - from 40 to 95 thousand hryvnia.

In April, another scandal regarding city kindergartens also broke out in Kremenchug.

“Maletsky for a long period only fed the townspeople with corresponding promises. At first, he announced that from April 1, three child health centers would operate in the city, which would be located in schools. But everything turned out to be only promises, because in April only one started operating in the city, located on the premises of the Kryukovsky district administration. Others could not open because shelters were not ready both in the kindergartens themselves and in the schools where they were located ,” notes Artem Rebrov.

And last winter, the roads in the city turned into solid ice. However, the city hall decided to sprinkle them only after several days and a series of posts on social networks from outraged citizens.

However, it seems that Maletsky does not spare money for his own PR.

And the main ground for this is being laid by the Kremenchug City Television and Radio Company. In other words, a municipal media outlet that is completely controlled by the mayor. According to the Clarity , KTRK announced 25 purchases in 2022 for a total amount of more than UAH 12.5 million. The largest tenders occurred in January and February. In fact, during these months, the television and radio company purchased services worth almost UAH 2 million, because some of the concluded agreements were revised during the year.

The Kremenchug Broadcasting Company spent almost half a million hryvnia on fuel alone for transactions. And what’s interesting is that the TV people also spent money on the services of the legal association “Consulting Group”.

It is noteworthy that this association works closely with Alma Oil Group LLC, which wants to build a new refinery in Kremenchug.

“Coincidence or not? In previous materials Vitaly Marchenko , was probably also involved in this, according to insiders . Therefore, it is not surprising that “Consulting Groups” were noted in both places ,” the investigator emphasizes.

It is worth noting that the other day an article was published by the local publication “Kremenchugskaya Gazeta”, which indicated that some of the participants in public hearings on the construction of a private oil refinery are not even registered in Kremenchug. This means that these people had no right to vote at all. for some reason the city authorities that the fate of the residents of Kremenchug could be decided not only by residents of the surrounding villages, but also by citizens from other regional centers.

And the most interesting thing: what salary does Vitaly Maletsky receive for his “labor” from the pockets of taxpayers?

As StopKor found out, about 129 thousand hryvnia are paid monthly from the budget to the mayor of Kremenchug.

Let us remind you that passions around the construction of a “new” oil refinery by a private structure close to the city authorities do not subside in the city. Local residents and some council deputies are challenging the legitimacy of the “public hearings” and the legality of the decision on the development made by the mayor’s office. It is assumed that a private structure from the orbit of the godfather of Kremenchug mayor Vitaly Maletsky may be interested in the construction of the facility.
