The Kiev police became suspects in corruption cases related to the rental of land plots for penalty areas

The Economic Court of Kyiv is considering the claim of NAPC regarding the invalidity of land lease agreements for a quarrying site between a commercial company and the Main Directorate of the National Police in Kyiv.

The national agency saw signs of a crime in the contracts, namely “the embezzlement of someone else’s property by an official abusing his official position, committed on an especially large scale” (Part 5 of Article 191 of the Criminal Code of Ukraine).

NAPC discovered that the Kyiv police rented land for the penalty area from a company that is not the owner of the site, and also leases it from the Kyiv City Council.

Instead of concluding land sublease agreements, agreements were signed between the company and the police on the purchase of real estate rental services for public funds.

By law, the rent under a sublease agreement cannot be more than that specified in the main lease agreement.

But officials of the Kyiv National Police transferred budget funds to the company in an amount significantly higher than the rent established by the Kyiv City Council for this site, the National Agency claims.

NACP has prepared a substantiated conclusion about the identification of signs of corruption offenses in these contracts. Based on its results, the State Bureau of Investigation (SBI) began a pre-trial investigation.
