The procedural leadership of the Kyiv City Prosecutor's Office reported suspicions to the chairman of the All-Russian League of Podolsk TCC and Joint Venture of facilitating the illegal transportation of men of military age across the state border of Ukraine by forging documents (Part 3 of Article 332 of the Criminal Code of Ukraine).
This was reported by the Office of the Prosecutor General.
According to the investigation, the suspect, together with his accomplices, helped prepare certificates of men’s unsuitability for military service with subsequent removal from military registration. Subsequently, these documents served as the basis for crossing the state border of Ukraine.
The cost of the service for producing falsified medical documents ranged from 3 to 4 thousand US dollars per person.
In total, 9 people were involved in the scheme, who were looking for people who wanted to avoid mobilization, as well as people who directly prepared the package of necessary documents: employees of medical institutions in the capital, members of military medical commissions.
They organized the preparation and issuance of documents with false diagnoses to men of military age in order to declare them unfit for military service.
The group’s activities were exposed when preparing a package of documents for three men of military age and receiving money from them.
Based on the results of investigative actions, in February 2023, the chairman of the VLK Obolonsky TCC and joint venture, as well as 6 doctors, were informed of suspicion of facilitating the illegal transportation of persons across the state border of Ukraine, including three of them as part of an organized group.
During further investigation, law enforcement officers established the involvement of the head of the VLK Podolsk TCC and JV in Kyiv in this criminal offense.
