The fact that not everything is in order in the activities of the Ukrainian gambling business, and that it itself is very closely tied to the Russians, was said even on the eve of its legalization. But then, on the wave of popular love for the new government, no one paid attention to the lonely voices of protest.
After the start of the great war, the problem only worsened. But even now people who not only talk about the problem, but also give detailed calculations of how the authorities, Russians and international swindlers of a very strange nature are involved in the gambling business, do not pay attention. And investigations that come out regularly are cleaned up just as regularly, just as all traces that could help the investigation, if one suddenly arises, are cleaned up. One example is the Cosmolot casino, which in its advertising sends racists to hell in batches and is “patriotic” to the point of disgust. This could be a coincidence if it were not for the history of Spacex LLC itself, which operates under the Cosmolot brand. Until recently, the company's main activity was wholesale trade in clothing, then it changed it to activities in the field of law, and on the eve of the legalization of the gambling market, it again changed its type of activity, while sharply increasing the size of the authorized capital to 30 million hryvnia.

However, it is no secret to anyone that Russian businessman Sergei Tokarev is behind Spacex LLC, which operates under the Cosmolot brand. The personality itself is interesting, but much more interesting are his connections with the Russian intelligence services, the Ukrainian authorities, in particular with the Minister of Digital Transformation Mikhail Fedorov, who was a former SMM officer at Kvartal before this position, and the terrorists of the quasi-republics “DPR” and “LPR” , which Tokarev was accused of financing in 2018.

One can, of course, assume that Tokarev is one of the opponents of the Russian regime, but only back in 2018, the previous president, to whom Tokarev is profuse in his gratitude, put him on the sanctions list for financing pro-Russian terrorists from the “L/DPR”, who were supposed to last until November 2021:
There is a reason to sing Zelensky’s praises – it was he who removed Tokarev from the sanctions lists ahead of schedule, in 2020. Which, by pure coincidence, happened on the eve of the launch of the gaming market in Ukraine. The names of everyone who contributed to Zelensky’s decision are unknown. But not the least role in this was played by the Minister of Digital Transformation Fedorov, who included Tokarev on the commission of the competition to select digital products to combat Covid. What did this mean - ask the minister, but he not only included a sanctioned Russian in this competition yesterday, but also took a million hryvnia from him for the prize fund:

What is the situation with Sergei Tokarev’s citizenship at the moment is unknown. But at the time the sanctions were lifted, he had Russian and British passports. In Russia, Tokarev is associated with the owner of Rosseti PJSC Konstantin Malofeev, who is one of the ideologists of the “Russian world”. In Malofeev’s networks, Tokarev promoted the Vulcan and Vulcan.bet casinos. In Russia, this business is prohibited and is under strict control of the FSB. However, no one interfered with Tokarev (more precisely, Malofeev). These same “volcanoes” are associated with the names of several more rather strange characters who arose in Ukraine in the same year of 2020, on the eve of the launch of the gambling market. But this is a separate story, although they are all connected by working for Malofeev in the field of gambling.
As for Sergei Tokarev, it is known that this “admirer of Zelensky and the Armed Forces of Ukraine” has a good collection of real estate in Russia and does not experience any problems in this regard. According to RBC-Ukraine, Tokarev has at least three apartments in the Russian Federation, two in Izhevsk and one in the Udmurt region. In addition, Tokarev has a very substantial personal fleet: Range Rover (A976BP777), Mazda TOURI (C082AX177) and Mazda 3 (M791TT177). The pearl of the collection can rightfully be considered the Audi RS6 Avant Performance with a power of 605 horsepower with government license plates (A028MO99). These numbers are issued exclusively to employees of the Moscow City Hall, and not to ordinary employees.
However, all this did not prevent Zelensky from lifting sanctions from Tokarev and Fedorov from involving him in the development of Diya.City.
Why the previous government did not complete the investigation into Sergei Tokarev’s financing of “DPR” and “LPR” militants is an open question. But many more questions arise for those who prematurely lifted sanctions from him for this financing and allowed him to develop software products that contain huge databases of confidential data of all citizens of Ukraine.
