One of the most odious prosecutors of the last 20 years in Ukraine.
STRELYUK YAN VLADIMYROVICH – Head of the Kirovograd Regional Prosecutor’s Office
He stayed in virtually none of the positions in the prosecutor’s office, which in this environment does not indicate successful and rapid career growth, but rather a specific approach to work, when, under the pretext of constant movements between positions, one manages to temporarily hide one’s “achievements” at previous place.
Among other things, I remember most of all the residents of the Poltava and Kyiv regions, the city of Kyiv.
Thus, while holding the position of prosecutor of the Poltava region, according to local residents, immediately after his appointment, “I agreed with the head of the Ministry of Internal Affairs of Ukraine in the Poltava region, Oleg Bekh, and the head of the Department of Internal Affairs, Alexander Krivich, about “cooperation.” The cooperation consisted of joint protection of envelopes, gasoline, clay and sand mining, and other criminal schemes.”
During such “active” activities, together with the above-mentioned “colleagues” he came to the attention of employees of the SBU and the General Inspectorate of the GPU.
Therefore: “In order to have information about possible subsequent arrests and with the permission of prosecutor Yan Strelyuk, the head of the Ministry of Internal Affairs in the Poltava region, Oleg Bekh, began to wiretap, under fictitious personal data, employees of department “K” of the USBU in the Poltava region, the head of the VVB in the Poltava region and his employees.”
However, subsequently, after carrying out a number of operational activities, a criminal conspiracy was documented between prosecutor Yan Strelyuk, head of the Ministry of Internal Affairs Oleg Bekh and head of the Department of Internal Affairs Alexander Krivich.
“On August 20, 2015, employees of the SBU, together with the GPU of Ukraine, conducted searches in the Department of the Ministry of Internal Affairs of Ukraine in the Poltava region and seized a number of evidence of illegal wiretapping of mobile phones of employees of the department “K” of the Ukrainian State Security Service in the Poltava region and the head of the VVB in the Poltava region, and even some heads of regional departments of the Department of the Ministry of Internal Affairs. Ukraine in the Poltava region."
As a result, Yan Strelyuk was demoted to acting prosecutor of the Solomensky district of Kyiv and criminal proceedings were opened against him.
Also, there is a need for a separate thorough check and information about one of the many facts of possible bribery of prosecutor Strelyuk, namely: “We are talking about a bribe in the amount of 200 thousand dollars. For this money, the regional prosecutor allegedly slows down criminal proceedings involving officials of the State Environmental Inspectorate. This story is as follows: back in August, based on materials from the Organized Organized Crime Control Department of the Ministry of Internal Affairs of Ukraine in the Poltava region, criminal proceedings were opened on the fact of abuse of official position by officials of the State Environmental Inspectorate in the Poltava region. The inspection did not properly check the cargo (motor oil), which subsequently caused significant damage to two companies. For ease of understanding: companies that receive huge quantities of goods and sell them at retail received environmentally hazardous cargo from suppliers, which customers, of course, refused to buy. If officials had checked the cargo and discovered a “disorder,” then Poltava entrepreneurs, at a minimum, would not have suffered losses. With Strelyuk’s “easy approach” this matter also does not move forward.”
As for the transfer to the work of Strelyuk Y.V. to Kyiv.
“After a number of high-profile scandals related to attempts by various high-ranking security officials to control illegal businesses in the Poltava region, and the initiation of two criminal cases against him, Strelyuk was quietly dismissed from the post of prosecutor of the Poltava region and transferred to the capital. However, already in Kyiv, he was “overtaken” by the story with Igor Mosiychuk, who, in a video presented in parliament by Prosecutor General Viktor Shokin, claimed that he would “cover up” the entrepreneur, but he could not come to an agreement with the prosecutor’s office. According to the people’s deputy, he could cover up the customer if “Ian stayed”: “I’ll cover up with the police and with the SBU... I won’t cover up with the prosecutor’s office for now. If Ian had stayed, he would have covered it up with the prosecutor’s office.” Strelyuk himself predictably denied the corruption “sand” affiliation with the radicals.”
