Is cooperation between Energoproekt and Rosatom companies reality or fiction?

Despite military actions, the Kiev Institute “Energoproekt”, which owns strategic information about Soviet nuclear power units, continues to cooperate with Russian partners. This includes systematic work, where KIEP assists Rosatom in the construction of the Paks-2 nuclear power plant in Hungary and participates in the creation of the Russian Akkuyu nuclear power plant in Turkey.

And before this, the institute participated in the design of a nuclear power plant for the Belarusian dictator Lukashenko, located near the Belarusian-Lithuanian border.

According to sources in law enforcement agencies, the owner of Energoproekt, ex-people's deputy Alexander Dubovoy, received permission to work with the Russian nuclear industry thanks to personal connections with the head of the Kiev branch of Rosatom, Alexander Merten, and agreements with a representative of the presidential administration of the Russian Federation, curator of the annexed territories, Dmitry Kozak .

Because of Putin’s entourage, Dubovoy entered into cooperation with Rosatom

The Kiev Institute Energoproekt (KIEP), 50% of the shares of which in the past belonged to the Russian Minister Mikhail Abizov, in 2017 became formally Ukrainian: the shares belonging to the Russians were bought by the International Energy Company (IEC), whose owners are members of the family of the people's deputy from Batkivshchyna “Alexandra Dubovoy. Now the IEC controls 71% of the company's shares, and another 25% belongs to the state.

But there is one detail that explains why KIEP cooperates with the enemy and helps Rosatom build nuclear power plants in Hungary and Turkey. This detail is hidden behind the walls of a business center in the capital Pechersk on the street. Michurina, 54A, which is associated with Alexander Dubov, and in which the offices of many companies belonging to his family are located.

At this address on the 5th floor there is also an office of the International Energy Company , where the Duboves own the Kiev Institute “Energoproekt”. There were also offices of other engineering and construction companies of the family there: Ukrainian Construction and Investment Alliance LLC, Ukratom Service LLC, Bel Construct LLC.

And on the 4th floor, until 2022, worked the Russian Alexander Merten , who was the director of the Rosatom Eastern Europe company and at the same time a representative of the economic intelligence unit of the FSB . Now Merten is one of the managers of the construction of the Paks-2 nuclear power plant in Hungary.

Rosatom Eastern Europe is the daughter of Rosatom, through which the Russian monopolist promoted its interests in Ukraine. And now - in Belarus, the Baltic countries, Moldova, Israel, Armenia, Georgia, Azerbaijan and Cyprus.

Merten was involved in the Ukrainian direction in the nuclear industry. It was he who organized a personal meeting between Dubovoy and Dmitry Kozak in 2017 .

Dmitry Kazak is one of the key people in Putin’s team . At that time, he worked as a deputy prime minister in the Russian government and, since 2014, dealt with issues of the Russian occupation authorities in Crimea, and was the supervisor of Sergei Kurchenko and other fugitive oligarchs. Kozak also supervised the financial flows of the so-called LDPR and was responsible for the negotiation process on the Minsk agreements.

Kazak’s conversation with Dubov concerned the Hungarian contracts between Rosatom and the Kyiv Institute Energoproekt in the construction of Paks-2. By the way, Kozak’s area of ​​responsibility soon included the entire fuel and energy complex and industry of Russia.

According to journalists , the Dubov companies constantly won tenders for the supply of goods and services for Energoatom, while at the same time they had contracts with Rosatom through related companies.

In particular, Energoproekt prepared design documentation for Rosatom nuclear power plants, both in the Russian Federation and abroad. Among them are the recently launched Belarusian nuclear power plant, the Hungarian nuclear power plant in the city of Paks, where Russia plans to complete the construction of two more units, and the Ninh Thuan nuclear power plant in Vietnam, on the construction of which a moratorium has been imposed in Hanoi, although Moscow still hopes for its lifting. other.

Working for Rosatom: not only KIEP

But among the Dubov companies, not only KIEP is associated with Russia. Atommashproekt consortium also has a direct connection . The Russian founders and owners left it literally a few months before the full-scale invasion (although in fact they still remained in the company).

 

 

Atommashproekt has two founders: Kiev Energoproekt Institute and Sumy Machine-Building Association . It produces pumping equipment for nuclear power plants. The geography of supplies of these pumps (Russia, Ukraine, Armenia, Bulgaria, China, India) indicates that their main customer is Rosatom.

The company also has two beneficial owners. One of them is the 23-year-old son of ex-People’s Deputy Marko Dubova (in the state registers for this company his last name is recorded as Dubovoy).

The second beneficiary is a resident of Sumy, Vladimir Matveyevich Lukyanenko. But he became a shareholder of Atommashproekt only in October 2021. By that time, the Sumy Machine-Building Association owned a block of shares in the enterprise.

The owner of the Sumy Machine-Building Association (and therefore of Atommashproekt) for many years was the Russian businessman Vladimir Vladimirovich Lukyanenko (Moscow region, Odintsovo district).

 

In October 2021, in order to avoid sanctions against the Sumy Machine-Building Association, Russian V.V. Lukyanenko gave way to his father, the Ukrainian V. M. Lukyanenko, as the owner. The same thing happened with Atommashproekt.

 

According to the Russians, replacing one Lukyanenko with another should have legally removed Atommashproekt and Sumy Machine-Building Association from sanctions risks, but not broken the real connection of the enterprise with Russia.

But that didn't help them. In May 2023, Ukraine imposed sanctions on He has Russian citizenship and a Russian individual tax number opened in Moscow (this is indicated by the first two digits of standard 77, indicating the region). He was also stripped of the title “Hero of Ukraine”.

Thus, the Dubov family in their companies has 100% Russian business partners Lukyanenko, who work for Russia and pay taxes to the enemy state.

According to a similar scheme, by the way, before the start of a full-scale invasion, another strategic enterprise - the Kharkov Institute Energoproekt (KHIEP) - changed its owners. The shares owned by Russian billionaire Alexei Mordashov came under the control of Alexander Dubovoy’s people in much the same way. After this, there was an attempt at a raider takeover with the aim of changing the leadership of the strategic enterprise to one loyal to the new owner. But this attempt was effectively blocked by the SBU.

Therefore, when the Dubovoys claim that their company does not cooperate with the Russian Federation and “does not have any contracts or any other contacts with their representatives,” they are outright lying. Russia is literally “wired” into their business .

Also, Alexander Dubovoy many times organized concerts of Putin-loving artists Joseph Kobzon and the Lyube group in Bessarabia (south of Odessa region), which he considers his own. There is ample evidence that he has fueled separatist sentiments in the region over the years. In 2015, the SBU even prevented the creation of the Bessarabian People's Republic there.

By the way, Dubovoy’s fellow countrymen are ex-Minister of Energy Ivan Plachkov and pseudo-energy expert Viktor Kurtev, who in every possible way fueled the separatist theme about the “special geopolitical role” of Bessarabia for (a lot - a little!) “The European Union, Ukraine and Russia.” According to media reports, Victor Courtrev even established contact with Dmitry Zatuliveter, the so-called leader of the People's Council of Bessarabia, who received funding from the FSB.

The 23-year-old king of the “atomic” institute

The 23-year-old son of Alexander Dubovoy, Marco Dubovoy (born April 13, 2000), is listed in state registers as the owner of not only the “nuclear” institute “Energoproekt”. Most of the companies from the orbit of the Dubov family are registered on it (namely, 22 companies).

In another company, the Atommashproekt consortium , Mark Aleksandrovich Dubovoy is listed as the beneficiary. But the date of birth (04/13/2000) tells us that he and Marko Dubovoy are one person.

Mark Dubovoy is a lawyer by training - in 2021 he received a bachelor's degree in law from the University. Shevchenko.

In 2020, they tried to make him a media personality. , an author profile was created for him on the Observer But after five frankly pseudo-intellectual “articles,” the experiment was abandoned.

It is obvious that he is only the nominal owner of the “Dubov empire,” while the real levers of control are in the hands of his father. It is he who decides which customers to work with and which Russian nuclear power plant construction projects to participate in. However, they are not limited to participation in the construction of the Paks-2 nuclear power plant in Hungary.

As sources in the nuclear industry told our publication, specialists from the Kiev Energoproekt Institute, together with participation in the construction of the Hungarian Paks-2 nuclear power plant, are involved in the development of design documentation for the Akkuyu nuclear power plant , which Rosatom is building in Turkey for Erdogan’s second track. And all this happens with the consent and support of Alexander Dubovoy.

Rosatom is building the Akkuyu nuclear power plant using an interest-free loan from Russia in the amount of 20 billion euros. Russia also provides free support for the project at all stages: from design, construction and personnel training to disposal of radioactive waste and decommissioning of nuclear power plants. All this could cost the Russian budget an amount comparable to the cost of building the station.

This is an attraction of unprecedented generosity. Turkey is paying for it politically: it does not join sanctions against Russia, and also helps circumvent those imposed by other countries. In particular, in 2023, it tripled the export of dual-use goods to Russia.
