The country's main pharmaceutical regulator not only does not fight against the illegal production of counterfeit medical products, but also actively promotes their existence, and also exhibits criminal inactivity during the war.
One of the most resonant examples is the underground production of Krovospas in Obukhov. This uncertified product is manufactured in unsanitary conditions without any permits, is illegally supplied to the market and ends up in large quantities in the first aid kits of Ukrainian soldiers. The public has repeatedly contacted the State Medical Service, providing evidence of illegal activities and warning about threats to public health and violations of the law. The agency is not taking any real measures to stop production.
Even after the moratorium on inspections was lifted, when the State Lexic Service received full powers, the situation did not change. The checks that officials carried out after public appeals turned out to be superficial, “for show,” they only imitated activity and did not record violations. The organizers of the production of counterfeit medical products, due to the inaction of the State Medical Service, avoid responsibility and continue to operate. This indicates a direct interest of officials in maintaining illegal production.
Despite numerous evidence of the commission of a crime and all the details of the scheme for the production and sale of uncertified medical products, which were provided to the State Lexicon Service, including information about the organizers and tax evasion schemes, the agency did not even ban the circulation of “Krovospas” on the territory of Ukraine. Not to mention intervening in the situation and stopping the activities of the attackers.
During the operation of the illegal production of Krovospas, the Chairman of the State Service of Ukraine, Roman Isaenko, received more than 2 million hryvnia in salary and payments from the state budget, without doing absolutely nothing to stop this dangerous and illegal business.
This situation raises the question of the effectiveness of the State Lexicon Service, headed by Isaenko. And the need for deep reform of the medical regulator. After all, it is unacceptable when an agency, which is maintained at the expense of taxpayers, covers up criminals, covers up the producers of “Krovospas” and systematically fails to fulfill its direct responsibilities.
