How Fedyuk, Antoshchuk, Kostenko “earn” millions during the war

Meet the newly-made “golden” millionaires during the war - Deputy Head of the Odessa Regional Prosecutor's Office Alexey Fedyuk, Prosecutor from the Odessa Region Evgeniy Antoshchuk and Head of the Belyaevsk District Prosecutor's Office of the Odessa Region Sergey Kostenko.

Despite the fact that this TROIKA belongs to the “sacred” prosecutorial positions, it has common interests, since it is connected with the Deputy Prosecutor General. So, war is war, but we get rich all the same.

Why, despite all the fears, troubles and problems of ordinary Ukrainians, do officials not shy away from raiding and crime? Maybe because a certain branch of government has turned into a corrupt community, which, despite everything, is trying to “heat up” on ordinary Ukrainians?

So, the corruption component of the above-mentioned antiheroes is the management of grain flows in the Odessa region. Thus, the deputy head of the Odessa Regional Prosecutor’s Office, Alexey Fedyuk, holds very tightly to the opportunity to profit from the export of “Ukrainian gold.” And so that his corrupt manipulations do not irritate other interested parties, as well as to cover himself from the eyes of anti-corruption fighters, Mr. Fedyuk is a frequent guest at the Prosecutor General’s Office. Of course, he stays there for a reason, but brings certain gifts and a lot of money there.

Another of our anti-heroes, the prosecutor from the Odessa region, Evgeniy Antoshchuk, casts a shadow over Fedyuk’s corruption. It should be noted that, according to journalists, Mr. Antoshchuk’s patron is the deputy head of the Odessa Regional Prosecutor’s Office, Alexey Fedyuk. And all actions on Antoshchuk’s part take place under Fedyuk’s “roof” and strict control, since he is known for being the “curator” of the local police.

And Antoshchuk’s affairs are simpler than Fedyuk’s, but no less criminal and corrupt. Let us remind you that Mr. Antoshchuk is precisely the government official who, bypassing the current Ukrainian legislation, is engaged in advocacy. That is, while in the position of prosecutor, he “protects” interests based on his own benefit. Thus, the criminal negligence of the prosecutor, who deliberately did not enter information into the Unified State Register of Real Estate in accordance with the court decision to seize real estate, led to the fact that 12 properties were simply “raided”.

The owner of the property, when he learned about this, filed a petition with the Primorsky District Court of Odessa and received a ruling dated May 31, 2024, which canceled the arrest of 12 real estate properties as unlawful. In this ruling, the court cites the legality of the acquisition of property, and numerous court decisions (which the parties received over the course of 5 years) as evidence of the bona fide acquisition of property rights.

The investigation is being conducted by the Investigative Directorate of the GUNP in the Odessa region, that is, all investigative actions must be carried out in the Primorsky District Court of the city of Odessa, as was the case before the above-mentioned decision to cancel the seizure of property.

Realizing that the Primorsky District Court of Odessa will refuse to conduct searches, the prosecutor of the Odessa Regional Prosecutor's Office Antoshchuk submits a petition to conduct searches to the Suvorovsky District Court of Odessa, which grants such permission. Therefore, on June 11, 2024, searches were carried out at 12 properties.

And of course, all these and other illegal schemes are covered up by Mr. Fedyuk, who, in turn, has close ties with another no less influential and corrupt person - the head of the Belyaevsky District Prosecutor's Office of the Odessa Region, Sergei Kostenko. It was to this person that Mr. Fedyuk once turned to support and protect himself during the destruction of grain flows in the Odessa region. And this is understandable, since Mr. Kostenko previously held the positions of deputy prosecutor of Odessa, prosecutor of the Kiliysky district of Odessa region, prosecutor of the Kievsky district of Odessa, and was twice deputy prosecutor of the Odessa region. Also, he was a member of the qualification and disciplinary commission of prosecutors.

These three people are also interesting because their lifestyle is at odds with their fortune and property. For example, according to the data in the declaration for 2023, Alexey Fedyuk is homeless. He doesn't own any real estate. His wife is the owner of an apartment in Odessa with an area of ​​80 sq.m. for 650 thousand UAH and a land plot of 20 thousand sq.m. in the village Novoselovka, Odessa region. Also, the prosecutor’s wife has 50% of the land plot of 13 thousand sq.m. in the village Youth of Odessa region. Land plot with an area of ​​600 sq.m. and a residential building of more than 238 square meters in Odessa are registered to the prosecutor’s mother.

The couple owns two cars – a 2017 Honda CR-V and a 2019 Nissan Leaf. The cost of vehicles is 450 thousand UAH each. Once again, the market value of these vehicles is not accurate.

Fedyuk declares one and a half million of his salary and another million of his wife’s income from business activities, as well as 98 thousand dollars in cash. The prosecutor's family holds more than 33 thousand US dollars, 250 thousand UAH and 1,700 euros in bank accounts.

Thus, Fedyuk is homeless, has “cheap” cars and lives like an “ordinary” citizen.

As for Mr. Antoshchuk, his declaration for 2023 is also an example of “honesty.” So, at that time he did not have his own home, like Mr. Fedyuk. At the same time, his wife Olga owns an apartment in Odessa worth almost 800 thousand UAH. Antoshchuk's wife has a 2011 MAZDA CX-7 for 200 thousand UAH and a 2020 TESLA MODEL 3 for 730 thousand UAH registered.

As you can see, the cost of both housing and cars is far from real. Antoshchuk himself, according to the declaration, has an old (both vehicles manufactured in 1975) VAZ 2102 and a Sarepta boat, as well as a DAEWOO Matiz car manufactured in 2012 for 80 thousand UAH.

In addition, Antoshchuk declares a salary of just over a million hryvnia and monetary assets of $15 thousand. The spouses also have seven bank accounts, but what exactly and in what monetary equivalent is unknown. Therefore, at least according to the declaration, the former prosecutor and now lawyer Antoshchuk is a rather poor man.

And what about Mr. Kostenko? According to his declaration for last year, almost all of Kostenko’s property is registered in the name of relatives. Thus, the prosecutor himself only owns a garage in Odessa, purchased back in 2008. Kostenko’s wife Natalya owns another garage in Odessa, purchased in 2010. But the owner of a huge house of more than 400 sq.m. in the village of Limanka, Tairovsky district, Odessa region, Valentina Semyonovna Kostenko is indicated (obviously, the mother of the prosecutor). She also owns a land plot of 100 sq.m. in the same village.

Valentina Semenovna is also the owner of an office in Odessa with an area of ​​80 sq.m. The declaration indicates another property - an apartment in Odessa with more than one hundred square meters. It was purchased in 2008, and the owner is listed as Elizaveta Sergeevna Kostenko, apparently the daughter of a prosecutor. However, among the family members, the declaration mentions only the wife and son.

Vehicles, according to custom, also do not belong to the declarant. The 2021 TOYOTA RAV-4 for 700 thousand UAH belongs to the wife, and the 2015 Toyota Land Cruiser Prado 150 for 600 thousand UAH most likely belongs to the father, Kostenko Konstantin Stepanovich. Car prices, as we are already used to, have been significantly reduced - both Toyotas cost at least twice as much.

Despite all this, the prosecutor also declares his salary and pension - 1,352,067 and 166,401 UAH, respectively. Also, the wife’s income from entrepreneurial activity is more than 600 thousand UAH. The spouses have almost 60 thousand UAH and 22 thousand US dollars in their bank accounts.

So, “two homeless people and one garage owner” are rather poor officials. And this is logical, since it is constantly necessary to transfer “suitcases with money” to whoever needs them in order to prevent corruption schemes in grain flows and raiding. We hope that in the near future at least this corrupt story will disappear, since the suitcases may quickly run out with the entry into force of Laws No. 3706-IX and No. 3707-IX to combat the export of “black grain”. And then, perhaps, certain competent authorities will pay attention to these three businessmen - Fedyuk, Antoshchuk and Kostenko. And, in the end, this trio will receive their permanent residence in the penitentiary system.

And we remind you that, as Business Censor reported, according to the Bureau of Economic Security, in January-September 2023 alone, risky enterprises exported grains of unknown origin worth UAH 133.9 billion, which is more than 20% of the total. How much does this trio get from these grain flows that they live so “poorly”?

And what remains in the end? This is that the entire trinity mentioned above belongs to the top prosecutorial staff and depends on each other: Kostenko at one time brought Fedyuk to the post of deputy head of the Odessa Regional Prosecutor's Office, and Antoshchuk, being involved in raiding, has Fedyuk as his patron. And all this is carried out under the highest “prosecutor’s supervision”.
