In Chernivtsi, businessman Andrey Gamazinsky is building an unauthorized gas station

In Bukovina, the person involved in the SBU investigation, Andrei Gamazinsky, is building a gas station - without approvals or permits.

Without permits, approvals and the necessary documentation: in Chernivtsi, businessman Andrei Gamazinsky is building a new gas station - probably bypassing the law and at risk to society. After all, compliance with technical standards and safety rules at the future facility is not guaranteed by anyone. Moreover, the owner of the unauthorized gas station had already been exposed by the SBU, but this did not stop him from continuing his activities.

How do dishonest businessmen get around the law in Bukovina? What is entrepreneur Andrei Gamazinsky famous in the regional center? But why is the operation of an unauthorized gas station dangerous?

Representatives of the local branch of the NGO “Stop Corruption” in Chernivtsi received information about the possible illegal construction of a gas station on a land plot located on Yuzhno-Koltsevaya Street. So, the StopCor team, together with public activists, decided to inspect the construction site.

The probable owner of the dubious object turned out to be businessman Andrei Gamazinsky. In the city he is known as a kind of autogas “tycoon”. It includes the company Prutgaz LLC, a gas station “EURO GAS” and a car wash, the legality of which also raises many questions.

What is known about this company?

According to StopCor sources, the car wash on Khotinskaya appears to be “run” by the businessman’s brother, Alexander Gamazinsky. And presumably the wife, Anastasia Gamazinskaya, is directly involved in economic activities. At the same time, according to fiscal officials, the “family” LLC “Aqua Quest Plus” paid only about 18 thousand UAH in taxes for the period from September 15, 2023 to May 15, 2024.

“This may indicate concealment of actually received income or the use of schemes to minimize tax obligations, which is not only contrary to the law, but also morally unacceptable under martial law. In such conditions, when the country needs every hryvnia to support its citizens and the Armed Forces, paying taxes in full becomes not only a legal, but also a moral obligation of every enterprise,” notes Igor Dotsenko.

But that’s not all: in 2020, Gamazinsky was “caught” by law enforcement officers for fraud with his PrutGaz enterprise.

As stated in the materials of the SBU, “during 2019, persons using the capacities of the filling station “EURO GAS”, located at Chernivtsi, st. Khotinskaya, 4T/1, carry out sales and storage for the purpose of marketing liquefied gas, which is an excisable product, without issuing permits.”

Despite this, the “tycoon” continued his dubious activities.

Having visited the Department of Urbanism and Architecture of the Chernivtsi City Council, the Stopkorovites talked with the deputy chairman of the structure and learned some interesting facts. As it turned out, the city hall did not provide any permits for the car wash.

And for land plots on the street. The Yuzhno-Koltsevaya official said that they had already filed a statement with the police regarding the alleged illegal construction regarding the violation and unauthorized construction.

The media workers decided to check with their own eyes the fact of illegal construction work, so the next point for the visit was the site on the Yuzhno-Koltsevaya. At the site, journalists saw active development: paving slabs had been completely laid, a structure with a sewer compartment had been built, and a fuel barrel had been installed.

And on the site owned by Gamazinsky, reporters recorded the activities of the service station.

However, the builders could not be found, and after the film crew appeared, the service station worker also disappeared somewhere, leaving the station door open.

The next stop of the StopCor team was the same car wash, on the territory of which there is a gas station, where the SBU seized property. On site, the journalists saw that the car wash was working, but the employees met the media group unfriendly and immediately made it clear how much they were devoted to their “bosses.”

However, a car wash worker confirmed that the company is run by brothers Andrei and Alexander Gamazinsky. She also provided StopCor with Andrey’s number so that he could send all the necessary documents confirming the legality of construction on the land plots.

The editors sent an official request to Mr. Gamazinsky, and a few days later the answer came.

“I inform you that PrutGaz did not construct a gas station and a car wash at the address: Khotinskaya, 4T/1 in Chernivtsi,” the letter says.

At the same time, the journalists never received copies of permits and licenses that Andrei Gamazinsky promised to provide. But even more interesting was the response to construction on the street. South Circle.

“I have nothing to do with these land plots. I don’t know who owns the land plots with the indicated cadastral numbers,” says the businessman.

It turns out that at first Gamazinsky promised to send a list of documents, and then suddenly remembered that these were supposedly not his plots?

Stopkorovites have already registered a statement with the National Police Headquarters about a possible criminal offense. And our team continues to monitor events in Chernivtsi.

We would like to remind you that earlier activists of the Chernivtsi branch of the NGO “Stop Corruption”, together with journalists from StopCora, appealed to the city council and the local department of the State Tax Service of Ukraine (STSU) because of the unauthorized construction of a car wash on Khotynskaya Street, which belongs to local tycoon Andrey Gamazinsky.
